Hon. Temporary Deputy Chairlady, I accept the clarifications by both the Leader of the Majority Party and the Chair. In light of that clarification then, what is the sense of this section? In Section 12, we amended the principal Section 20. We give exactly those powers to the Director-General without any question of producing any authority. By definition, he can delegate those powers. So, why do we need this other section?

Hon. Speaker, I was restraining myself from commenting on this matter given your observations that we will comment substantively when it comes back. However, the remarks by the Hon. Member of the Committee bear some comment. Perhaps, when we begin debating it, we will then understand. It is not my understanding in law that any agreement that is superseded can be reinstated by a subsequent rejection. I doubt that very much. We will debate that when it comes to us.

Thank you, Hon. Speaker. I wanted to intervene before you gave the clear directions as you have done. Perhaps, it bears mention on the matters in the Supreme Court which I watched the Chief Justice give his directions today. I think he suggested that the parties should come back and have an understanding. What this speaks to is that perhaps it suggested a process beyond the one initially contemplated in the Constitution and the Standing Orders. I believe the Chief Justice indicated that the matter will be mentioned again in two days.

Therefore, I want to urge that we leave it at this and we should take initiative. I think ultimately for the sanity of Parliament as a House it is better that the issues between the Senate and the National Assembly are solved away from the Judiciary. This is because if we establish a precedent of the Judiciary solving our issues then, we cede a significant portion of our own authority which is granted by the Constitution.

The Member who had sought to know would have known that the specific Standing Order is No. 24(4) which says: “When delivering an address to the House, the President shall be heard in silence and the address shall not be followed by any comment or question.” However, under Standing Order No. 78, we ought to listen to every Member in silence.
