Sometimes you wonder why people do not just accept their positions as they are and exactly what they went to ask the Kenyan public to give them. Every elective position has a job description pegged to it by the Constitution. When you asked to be a constituency MP, there were certain duties that Kenyans expected you to perform. know how many people. This Bill should not go through the Floor of this House, particularly because I see them also trying to take the CDF in the same way. I beg to oppose this Bill and I urge the Members of this House to do the same. If the Senators are trying to take their battle with the governors to another level the best thing for them to do, if they do not have enough to do, is to save the Kenyan public a lot of expenses by just getting rid of that House.

On a point of order, hon. Speaker. Is the good General in order to insinuate that the Departmental Committee on Labour and Social Welfare brought flimsy reasons in rejecting the candidature of Dr. Alawy, when we brought a report that quotes the Constitution of this country and what is required to be done? Secondly, it is a Report that has already been adopted by this House. It was properly in order and we convinced the House. I think the good General is out of order and should apologize.

Thank you, hon. Deputy Speaker. I rise to support the Bill with amendments. Whereas hon. Sakaja did a good job with regard to this Public Procurement and Disposal (Amendment) Bill it is good to reiterate what the earlier speakers have said that it should be all inclusive. It should include all the marginalized groups, including the youth, women and the disabled. Hon. Deputy Speaker, jobs within Government are also procured. It is good that women and youth can get jobs within the public service. I think the Government has good intentions, but there are those who still have the old bureaucratic mentality within Ministries. They must learn what the Jubilee Government wants. We must read from the same script. Corruption is also making it difficult for youth companies to get business.

Really, the women and youth of this country have been waiting for the Uwezo Fund to be rolled out. I have made an observation on what is happening in our various Ministries, particularly when they advertise for tenders. As we roll out this Fund which, of course, is going to be used for businesses to generate money by the young people and women, Government Ministries must really take note and make the environment enabling for the youth and women. When they do tendering - and we have been seeing this in the daily newspapers - they still insist on companies having been established two to five years ago.
