  • 24 Aug 2010 in National Assembly: Thank you, Mr. Speaker, Sir. The Assistant Minister has accepted that the distribution of teachers according to the number they have given does not achieve equity and that this has been done according to the direction by the Treasury. Does it mean that this Government does not communicate amongst itself, for example, the Treasury and the Ministry of Education? Why can the Ministry of Education not indicate to the Treasury what it has done is wrong and will not achieve the goal? view
  • 24 Aug 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. This Question was dealt with when hon. Karua was not in the House; is it in order for the Attorney-General to raise the issues he has raised without regard to the rules of natural justice, which would require that the Questioner also be heard on the same issues that the Attorney-General has raised? view
  • 24 Aug 2010 in National Assembly: Mr. Speaker, Sir, I wish to also seek a clarification from the Attorney- General about the research or investigation that ought to be done concerning the law on hate speech; that is, the National Cohesion and Integration Act, considering that this is a fresh Act enacted by this House as part of Agenda 4 reforms for the purpose of curbing impunity. Is it not actually an attempt to disregard the law that was properly passed before this House to address problems that have in the past led to the civil strife as a result of this kind of impunity? view
  • 19 Aug 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this chance. I want to thank the Ministry for the good work they are doing especially on connections. It is really a tremendous improvement in terms of connectivity. Nonetheless, there are challenges that have also been mentioned by my colleague. In particular, the Rural Electrification Authority appears to have been restricted to only connecting electricity to secondary schools and urban centres in rural constituencies. This is excluding certain areas from benefiting at all from these allocations. I have in mind my constituency. For instance, we have not been able to ... view
  • 13 Jul 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the clarification I am seeking from the Minister for Foreign Affairs concerns the foreign policy being pursued by Kenya in relation to Somali. We know this neighbouring country has been without a government for 20 years now and we have seen repeated attempts by the Somali people to come up with their own government which somehow gets thwarted. The principles behind this thwarting basically happen to be Americans. That is what is being pursued by Uganda, Ethiopia and Kenya. Since Kenya is paying the highest price by neighbouring a country that continues to destabilize our ... view
  • 7 Jul 2010 in National Assembly: Mr. Speaker, Sir, concerning reforestation of this Likia Forest, if the Government has managed to secure vacant possession, why does it have to wait for gazettement instead of proceeding forthwith to do reforestation to avoid re-occupation? view
  • 7 Jul 2010 in National Assembly: Mr. Deputy Speaker, Sir, can the Assistant Minister explain the rationale for releasing this money only three weeks to the actual referendum, when civic education is supposed to have been undertaken to ensure that the country gets value for that money? Why that delay? view
  • 7 Jul 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the hon. Member to imply that the CoE is not going to use the money for the purpose for which it has been voted – civic education – and to imply that it is going to be used for other purposes, without availing evidence before this House? view
  • 22 Jun 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for granting me this opportunity to contribute to this very important Bill. view
  • 22 Jun 2010 in National Assembly: I want to thank hon. Odhiambo for presenting this Bill before the House. This is a very opportune time to bring this Bill to the House. I am quite aware that this House passed the Children Bill. But it nonetheless left a gap in the law with regard to child trafficking. The Children Act does not cover the aspect of human trafficking. view
