  • 6 Apr 2010 in National Assembly: Mr. Deputy Speaker, Sir, I am satisfied although I would like to say that it was not part of the written answer by the Assistant Minister--- view
  • 6 Apr 2010 in National Assembly: I will take that for an answer, Mr. Deputy Speaker, Sir. view
  • 6 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for giving me an opportunity to contribute to this Bill. I want, first and foremost, to register my support for the amendment. Mr. Temporary Deputy Speaker, Sir, I do not have kind words for the Attorney- General for bringing this amendment. In the first place the Act was passed way back in 2006. It has taken him five years to recognise that the initial Act was not operational or had operational challenges. The main reason for this is that the importance of witness protection in the administration of justice in a country is ... view
  • 24 Mar 2010 in National Assembly: Mr. Speaker, Sir, the Question poses a problem that is recurrent all over the country. In one dispensary in my constituency, an X-ray machine has broken down because of a simple problem. It has been non-functional for over one year. Does the Ministry not have a policy for maintenance of the various equipment we have in hospitals which have cost a lot of money? The maintenance cost would be just insignificant to ensure that the country realizes value for the investment it has in this equipment. view
  • 24 Mar 2010 in National Assembly: asked the Prime Minister to explain the slow pace at which the Ministries of Finance, Education, Fisheries, Local Government, Health and Industrialization are implementing the Economic Stimulus Programme and its effect on the projected impact on the economy. view
  • 24 Mar 2010 in National Assembly: Mr. Speaker, Sir, after listening to the Prime Minister and considering that the ESP came through the budgetary process, and that it has not been superbly implemented, as the PM has explained, what actions have been taken? Has this issue been raised in the Cabinet? Has it been discussed amongst the various Ministries to streamline the implementation process and ensure expedient release of these funds? Are Kenyans not entitled to feel that the Government was not serious about this programme, considering the complaint being launched that we are very poor at implementing development programmes? This again can lead to the ... view
  • 16 Mar 2010 in National Assembly: asked the Attorney-General:- (a) to confirm that the High Court issued a decree for compensation of Messrs Dominic Arony Omolo, Alex Okoth Ondewe, Naftali Karanja Wandui, Joseph Gichuki Karanja, Rumba Kinuthia, Andrew Muriithi Ndirangu and Njuguna Mutahi and Margaret Wangui Gachau, all victims of torture in Kisumu HCCC 366/95, Nairobi HCCC 384/053, 85/85, 386/05, 1408/04, 1409/04, 1410/04 and 1412/04; respectively, and that no appeal was filed by the Government against the decree within the stipulated period; (b) why the Government has acted in contempt of the Court orders by refusing to settle the decrees; and, (c) what measures the Government ... view
  • 16 Mar 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I wish to point out that I have not received any written answer from the Attorney-General. view
  • 16 Mar 2010 in National Assembly: Mr. Speaker, Sir, I would like to thank the Attorney-General for the answer he has given, particularly confirming that the various cases have been settled as he has stated. I confirm that is the position. For the remaining one for Dr. Dominic Amolo, could he confirm when he will be paid? Why does he have to wait. There is always a miscellaneous account in the Government to settle this decree if there is no appeal. view
  • 16 Mar 2010 in National Assembly: Mr. Speaker, Sir, the Attorney-General is aware that the cases referred to in this Question relate to the victims of the Nyayo Torture Chambers. Could he tell this House why he cannot pay them and leave this matter to rest? If the appeal has been filed, of what purpose is it when he has already confirmed that the problem is with the relevant Ministries? Could he also confirm that he will not proceed with the appeal and he will make these payments immediately? view
