  • 11 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, even as we do the roads, repair and maintenance is very critical. When it is not done promptly and timely, it leads to waste. I do not know again, what criteria is used because we have raised complaints about certain roads in my constituency where you can see that the rate of wear and tear is so huge. I wonder where the Ministry is actually applying due diligence in maintenance of the roads. Ensuring adequate and proper maintenance is very critical because of the huge resources being invested if they are going to be properly ... view
  • 11 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the other issue that I would like to be properly utilized and taken care of is the management of resources across the districts. The effort to maintain rural roads through the system of the District Roads Committees (DRCs)--- We know that in the Budget, it was rescheduled to go through the Constituencies Development Fund (CDF) but the details of that have also not been outlined. It is very important that the issue is clarified. The reason why I am saying that is because I have seen much of those resources meant to go to the ... view
  • 11 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, with regard to the projects being done through the Kazi Kwa Vijana Initiative, we are also having a huge challenge. Even the choices of work to be done, compared to the amount of resources being extended to KaziKwa Vijana, programmes pose a challenge. Why should we be talking about huge view
  • 11 Aug 2009 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I want to support this Motion. However, I want to point out that it is very disappointing to see the amount of resources the Government is committing to housing. Looking at the state of human settlement in this country, especially in Nairobi, it is very disappointing that the Government is telling over 70 per cent Kenyans that it has no resources for them. I recall very well that when the National Rainbow Coalition (NARC) Government came to power, it had promised that it was going to put up over 500,000 housing units per year. ... view
  • 11 Aug 2009 in National Assembly: We will proceed to the Ministry of Housing. Proceed, Mr. Minister! view
  • 11 Aug 2009 in National Assembly: Madam Temporary Deputy Speaker, I am directed to report that the Committee of Supply has considered the Resolution that a sum not exceeding Kshs15,077,250,000 be issued from the Consolidated Fund to complete the sum necessary to meet expenditure during the year ending 30th June, 2010 in respect of Vote 13 – Ministry of Roads and has approved the same without amendment. view
  • 11 Aug 2009 in National Assembly: Madam Temporary Deputy Speaker, I am directed to report that the Committee of Supply has considered the Resolution that a sum not exceeding Kshs1,557,532,415 be issued from the Consolidated Fund to complete the sum necessary view
  • 6 Aug 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. Given that the Assistant Minister has told this house that he is looking at the centre for equal distribution at the district and since we know that that there is complete disparity in the number of people per district, could he confirm that, at the end of day, there will be no equality or equitable distribution? view
  • 6 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is good that the Assistant Minister has accepted that the salary of the KACC Director was influenced by external stakeholders. Given that we have the same Government in charge of the public administration and other departments, what will the Government do to ensure that this disharmony does not lead to demotivation of public service employees? For instance, I have in mind the Attorney-General’ office, judges and so on. If nothing is done about these discrepancies, it amounts to demotivating other staff. There must be harmonization. view
  • 5 Aug 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute. I want to start by supporting the proposed Vote of the Ministry of Water and Irrigation. The importance of water to the lives of the Kenyan people cannot be over-emphasized. However, I also wish to support the observations that have been made by the Chairman of the Departmental Committee and my colleague, hon. Musyimi. I want to point out one of the challenges that the Ministry seems to have. It is putting in so much effort that seems, at the end of the day, un-coordinated. I ... view
