  • 30 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would want to have a satisfactory answer. I, therefore, would wish to indulge the Assistant Minister to give me an appropriate answer. However, I have not heard him indicate when he will do that. view
  • 30 Jul 2008 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. Is it not the case then that the Mover of this Motion is actually applying to withdraw it but calling it suspension? If she wants to withdraw it, then that is a different matter and she should really have a right to do that. view
  • 29 Jul 2008 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Gender, Children and Social Development the following Question by Private Notice. (a) Is the Minister aware that the constitutional rights of a 14 year old female student of Gathaithi Primary School in Githunguri were grossly violated following her abduction on 27th July, 2007 and illegal confinement until her release on 17th April, 2008, after concerted and sustained efforts from the area residents? (b) Is she also aware that the abduction of the girl was reported at Githunguri police station but no action was taken as the illegal action was perpetrated ... view
  • 16 Jul 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker for granting me the opportunity to contribute to this Motion. I would want to begin by applauding the Mover of this Motion. The issue of protection of the Cherangany Forest catchment area is a very critical issue. It brings to the front one of the most challenging problems that humanity is facing today with regard to managing the planet, weather and our own ways of life. Madam Temporary Deputy Speaker, the problem is not just a local problem. It is an international problem. Today, the ice on Mt. Kenya and Mt. Kilimanjaro is melting. ... view
  • 9 Jul 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. My understanding of the response by the Assistant Minister on that Question is that they are planning to sit down with the relevant Ministries. Under the Water Act, the Ministry of Water and Irrigation has the responsibility not merely to manage water, but also to manage sewerage systems. Is it really in order for the Assistant Minister to come here and refer the responsibility to other Ministries without telling us what his Ministry has done? view
  • 8 Jul 2008 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has assured this House that the Ministry is doing everything to ensure that there is food security in this country, particularly through importation of cereals. It is in the public domain that local farmers feel threatened, particularly by the importation of maize, wheat and rice. It is also on record that wheat farmers in Narok, for instance, are already complaining that they are receiving very little from their wheat sales. What measures is the Ministry putting in place to ensure that local farmers are first and foremost very motivated, and not threatened by the ... view
  • 3 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support the National Ethnic and Race Relations Commission Bill. The purpose of the Bill is to control ethnic relations in this country. This is the first attempt that this country is making to control, through legislation, the problem of ethnic relations. My submission is that this problem was introduced by the colonial Government through its method of administration when it captured the country and subjected it to colonialism. We know the Lord Luggard policy of divide and rule. This problem was particularly spread by the British colonialists in 1954, when the country ... view
  • 3 Jul 2008 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the hon. Member to say that one tribe can discriminate against another? Is it a tribe or some leaders? I want that clarification. There is no way a tribe can be able to--- view
  • 3 Jul 2008 in National Assembly: Yes, Mr. Temporary Deputy Speaker, Sir! I am just trying to clarify my point of order. My understanding of how a tribe could conspire to discriminate another tribe is, perhaps, that whole tribe meeting somewhere and resolving to oppress or discriminate another tribe. It is only individuals who can do that! view
  • 1 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, is it right for the Minister to say that the Government policy with regard to industrialization is only to provide an enabling environment? We are aware that the Government has been involved in the revival of the New Kenya Co- operative Creameries (NKCC) on behalf of farmers in various parts of the country. We are also aware that the Government has also been involved in the revival of the Kenya Meat Commission (KMC) on behalf of the pastoralist farmers in this country. We are also aware that it is the Government's policy to ensure that ... view
