  • 14 Oct 2014 in National Assembly: Hon. Temporary Deputy Speaker, when you look at experiences in some of the other countries, we can see that this opportunity for the Committee on General Oversight where we will be interacting with Cabinet Secretaries--- If you look at the size of the Cabinet, that tells you that if it were in the Tenth Parliament where we had a Cabinet of almost 40 members, it does not give Parliament enough opportunity to exercise its oversight responsibility, more so because even when you are in the Committee on General Oversight, a Member who possibly is more skilled or exposed to a ... view
  • 14 Oct 2014 in National Assembly: The other important thing is that when we summon Cabinet Secretaries to come before the Committee when you know very well that some of them do not have a background in politics - I am not surprised that some changed course - they will require a lot of assurances for them to do it. It is no wonder that the one who managed to come and face this House happened to have been a former Member of Parliament, which means she can withstand the heat but for the others and this is not inferring that they have issues of credibility ... view

  • 20 Aug 2014 in National Assembly: Thank you, hon. Speaker. I want to go on record as saying that the blame on the TA is misplaced. This Authority was set up by this House and given a mandate. However, it is on record that before it was given the opportunity to carry out its mandate, during the Summit meeting the governors pressurized the President to effect a blanket transfer of health services. So, they are the best group to blame. They insisted that they were ready for these services, but it turned out that they were only ready to receive resources and not to deliver services. view
  • 20 Aug 2014 in National Assembly: Hon. Speaker, the way forward as I see it is that even if the services have been devolved, there were certain functions that were very key in establishing the cost of service delivery at the county. That was supposed to be done by the TA; this is with regard to costing of functions and handling of the functions. They were supposed to review the policy and the legal framework; this should have been done jointly by the Ministry, the TA and the county governments. Functions need to be facilitated and be handled expeditiously, so that we can allocate adequate resources ... view
