Thank you, hon. Temporary Deputy Chairman, Sir. The intention by hon. Gumbo is not being achieved by what he is seeking to do, that is deleting the words “any person”. This is because all that is required is to indicate specifically, but the information will have to come to a person. The way the amendment is worded makes it incumbent upon whoever has information--- This information includes evidence. That is the way it is. Thank you, hon. Temporary Deputy Chairman, Sir, for elaborating on what I was going to say. Under the Statutory Instruments Act, it is obligatory for any regulation-making authority to ensure that the regulations come to Parliament. Now, we already have a Committee on Delegated Legislation, which filters whichever regulations have been tabled and where there are issues, the Committee flags them and brings them to the attention of the House. Already, that is taken care of and it does not need to be provided for in a specific legislation. The Statutory Instruments Act takes care of all the regulations.

Hon. Temporary Deputy Speaker, first of all, I wish to thank hon. Abdalla for allowing me one minute. I also want to support this Bill. The challenge that we have had is that conservation has been left to certain people, who are basically in big business trading with wildlife in this country to the exclusion of the bulk of the Kenyan people, particularly the communities. It is very important that as we look into this legislation, the inclusion of the local communities and the stakeholders in conservation be emphasized. Hon. Temporary Deputy Chairlady, I rise to oppose the deletion of Sub-clause (d), the reason being that it is good to know where the country is coming from as we do this legislation. What we are trying to do through this sub-clause is capturing the law as currently interpreted by the Court of Appeal. Rather than have the marriage law existing in case books, where judges have made unprecedented rulings, which only become accessible to the most sophisticated elite men and women in Nairobi, we want to make the marriage law statute law that will be readily available to ordinary ...
