Deputy Speaker, I want to believe that I am rising to speak to Order No.11, but the position being taken by my colleagues on the constitutionality of this Bill is a matter that has occupied the minds of several organs of the Government when these amendments are being proposed. It is incumbent upon the Speaker, before a Bill is presented on the Floor of the House, to cross-check its constitutionality and where satisfied that it does, under the Standing Order No.47(3), to allow the Bill to be presented before the House. view

With regard to the extension of time being an attempt to amend the Constitution, there is clearly a misunderstanding on the part of my learned colleague because there is no attempt to amend the Constitution. Deputy Speaker, what I am trying to tell the House is that the reason why we are seeking this extension is because it is important for the National Assembly to understand that these two Bills were forwarded to the CIC from the Office of the Attorney-General on 21st June, 2013. That is when they were handed by the Attorney-General to the CIC. They were forwarded back to the Attorney-General by the CIC on 16th July.   • 23 Jul 2013 in National Assembly: So, the situation we were in during the 10th Parliament when we were forced, as Parliament, to pass legislation in a rushed manner should not be repeated, so that we can consider these two Bills by involving all the stakeholders. The Standing Orders as currently provided require that such Bill should be referred to the Budget Committee. The rationale for this is self evident that being a proposal that has implication in terms of drawing funds from the Consolidated Fund, Parliament should speak from one consolidated source which is the Budget Committee. view
  • 17 Jul 2013 in National Assembly: In seeking to give this direction, I would like to submit that it is imperative that the necessity of Parliament consolidating or speaking from one voice should uphold the position of the Budget Committee. The other Committee, be it the Finance Committee or whichever, that has a supplementary mandate should as well seek to direct its views which have financial implication through the same Budget Committee, so that we have one consolidated report making suggestions which have budget implications or which will require allocation of resources. view
