  • 24 Aug 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT Clause 38 be amended- (a) in sub-clause (3) by deleting the words “The Cabinet Secretary may by Regulations” appearing at the beginning of the sub-clause and substituting therefor the words “Parliament may, by an Act of Parliament,”; and (b) by deleting sub-clause (4). The whole idea for the amendment in (a) is to bring this section to the general position with regard to delegated legislation. It is still subject to approval and oversight by Parliament.
