asked the Minister for Roads:- (a) When the uncompleted 5 kms section of the Kirigiti – Kibichoi Road (C64) will be completed; and (b) if he is aware that the section of the road between Kirigiti – Marige has developed potholes reflecting shoddy work done by the contractor and, if so, what action the Minister will take against the contractor.

Mr. Temporary Deputy Speaker, Sir, I will have no problem with that for the sake of getting an adequate response from the Minister because this is a road which has been causing a lot of hardships to the local residents. If he can do so in the afternoon, I will really appreciate.

I would really wish to make it clear that the National Cohesion and Integration (Amendment) Bill is sponsored, or has been brought here, by two Committees of this House, that is, the Constitution Implementation Oversight Committee (CIOC) and the Committee on Justice and Legal Affairs. Mr. Temporary Deputy Speaker, Sir, I want to ask the Prime Minister why he thinks that Parliament has actually acted prematurely when the matter has already come into the public domain, particular when the Kenya Airports Authority has taken a decision and a Minister has taken a clearly contrary decision. The Executive itself, in trying to reconcile those two decisions, has taken unduly wrong decision before they can really arrive at a solution. On a point of order, Mr. Temporary Deputy Speaker, Sir. The Minister is being asked to name the particular companies in reference to the Question, about possible conflict of interest that may have arisen. We recently passed the Leadership and Integrity Bill which requires public officers to ensure that there is no conflict of interest between them and the offices that they hold. Is the Minister in order to dodge the question that is very relevant; as to whether there is integrity in the transaction in question?

Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT clause 10 be amended by deleting the words “Cabinet Secretary responsible for finance” appearing after the words “in consultation with the” and substituting therefor the words “Salaries and Remuneration Commission”. Mr. Temporary Deputy Chairman, Sir, this relates to remuneration of council members. We are proposing the amendment, so that rather than have the Cabinet Secretary responsible for finance, the remuneration be as recommended by the Salaries and Remuneration Commission.
