Mr. Temporary Deputy Speaker, Sir, I would also want to congratulate the Minister for bringing this very important Bill. For the first time, this country will have a law that seems to develop policies that address the country’s interests as opposed to the desperate laws that we had before. Those laws really did not have any apparent coordinated agenda as far as the country’s interests are concerned. Thank you, Mr. Temporary Deputy Speaker, Sir. I want to say that this Government does not seem to take the new constitutional dispensation seriously. If a right has been conferred to Kenyans in the Diaspora as it was done by the Constitution, the Government does not have an option but to demonstrate an attempt to comply with the Constitution. Mr. Temporary Deputy Speaker, Sir, I also rise to support this Motion. I also participated in the Budget Committee where these recommendations were considered and made. It is really important to emphasize that the recommendations have been arrived at as a compromise position. It is not the most ideal or what those who were in it really expected. But it is also very important to appreciate the fact that the country has come from a very emotive experience when talking about resource allocation, historical injustices and inequality in terms of development. On a point of order, Madam Temporary Deputy Speaker. Is it in order for the Assistant Minister to say that the Government cannot respond to concerns from the Members on behalf of independent Commissions merely because they are independent? They are supposed to have, at least, a line Ministry to speak for them here in the House. So, that does not exonerate him from answering the question.

Bw. Spika, wingi wa vituo vya kuandikisha watu ambavyo ni vya kuhamahama vinategemea ukubwa wa sehemu hiyo sio wingi wa watu peke yake. Lakini kama sehemu ni pana na watu wanaenda safari ndefu kufika kwa ofisi, sehemu kama hizo tutazipatia vituo kama hivi. Kwa hivyo, siwezi kusema ni vingapi kwa kila wilaya. Pengine ukiniuliza wilaya fulani vitakuwa vingapi, ninaweza kufanya utafiti na nitakujibu.
