Mr. Speaker, Sir, unfortunately, the matter we are dealing with here is a bit serious. It really reflects how the police are working. What is the point of the Assistant Minister challenging me to give evidence when I have actually taken an eyewitness to the police and no statement has been recorded from that eyewitness?

Mr. Speaker, Sir, I wish to thank the Minister for the answer he has given. There is only one aspect of the answer I am not satisfied with. This is a contract which was going on. The road is 22 kilometres long, but only 17 kilometres were done. Since 2009, construction on the five kilometre section has not been going on. If that does not really amount to abandoning of the project, I do not know what the Minister would mean by “abandonment”.

Secondly, why have resources not been provided to complete the five kilometre stretch, so that the residents of the area can benefit from a complete road? Right now, they are not able to benefit from the complete section of the road.

Thank you, Mr. Speaker, Sir. The remaining five-kilometre section is in an extremely bad state. I am confirming this because I was there this week. Could the Minister confirm when the allocation of Kshs10 million for maintenance of that section of the road will be forthcoming, so that the road can be made motorable?

Mr. Speaker, Sir, is the Prime Minister satisfied with the explanation given by the Public Service Commission regarding the salaries of this Commission? If, indeed, he is could he tell us if an officer is arrogated power by the law to implement a particular decision, would the Government consider that power as having been duly exercised if the result is one which the Government cannot support? For instance, supposing the Commission had been awarded a salary of Kshs1 billion, would the Government say that because it is the Public Service Commission and whoever else was allowed to award that salary, ...
