10 Jul 2008 in National Assembly:
Thank you, Mr. Speaker, Sir, for giving me this opportunity to raise one question. What remedial measures is the Assistant Minister going to take to protect new investors in this nation and to stem the threat that is likely to be posed to the existing industries in this nation? If we allow this kind of rocketing of electricity prices, the existing industries will be closed down.

10 Jul 2008 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I rise to support the Vote presented by the Minister by raising a few points. One of the observations I made concerns the Fund of Kshs1 million to be established in every constituency. The amount of money in that Fund is not enough. This is because the money will not be enough to cover the nature of activities that we intend to introduce in our areas. One of the activities that we intend to bring to our youth is the non-football activities. However, we need to add others like wrestling, athletics, volleyball and netball. Therefore, ...

2 Jul 2008 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I want to thank you for granting me this opportunity to air two points or so, on this very important Motion, which has been ably moved by hon. Mbau. There are two reflections that I need to dwell on. One issue concerns the ownership of this intended Fiscal Management Bill. This Bill will give an avenue for this House to own the Budget. When we own the Budget, it will be possible for us to market the issues that will be contained in the Budget. We are the representatives of our people. In our fora, ...

8 May 2008 in National Assembly:
Thank you, Mr. Speaker, Sir, for the opportunity you have given me. I would like the Assistant Minister to clarify one or two points. You are all aware that the KPLC has been doing a very commendable job by way of supplying power to the rural areas. In the recent times, we have witnessed very frequent thefts of transformers. What is the Ministry doing to contain that menace? We have also seen some people losing their lives because of interfering with transformers. Secondly, we have seen some power lines with low hanging cables. With regard to this issue, I would ...

7 May 2008 in National Assembly:
Mr. Speaker, Sir, I thank you for giving me the chance to contribute to this very important Question. It will be in the interest of this House for the Assistant Minister to give a clearer picture. This is because in my constituency, I have schools which up to now have not received these funds. For example, I have Lari High School with a student population of 750 which has not received any money. By now the school should have received Kshs5 million. This school is suffering due to lack of money. We also have Kirega Boys High School and other ...

25 Mar 2008 in National Assembly:
Mr. Deputy Speaker, Sir, as we come to the end of this sitting, I wish to make one or two observations. As lawmakers and peace-makers, I think it is high time we supported the Motion for us to go and prepare ourselves, so that we come back to deliberate on March 25, 2008 PARLIAMENTARY DEBATES 417 issues that will have been prepared by the House Business Committee (HBC). Mr. Deputy Speaker, Sir, I put a lot of emphasis on 28th, February, when the two principals signed the historic Peace Accord. It was a day that gave a lot of hope ...
