30 Sep 2010 in National Assembly:
(c) In the Millennium Declaration, the developed nations pledged point zero seven of their GDP as aid to developing countries to assist them in achieving their MDGs. However, this pledge has not been honoured. In Kenya, only the Government of Finland has directly been contributing towards the MDGs process through projects; mainstreaming of MDGs in Kenya Development process dated 17th June, 2005. The project was funded to the tune of Kshs281 million over a period of four years. One of the projects ran from July, 2005 to December, 2009. However, other development partners have been indirectly giving assistance towards the ...

30 Sep 2010 in National Assembly:
Mr. Speaker, Sir, there are quite a number of interventions that have been put in place to ensure that we achieve the MDGs by 2015. Most of them are in the Medium-Term Plan, which is a small slice of the Vision 2030. We are hoping that in the Financial Year 2011/2012 the sector budgetary allocation, especially for the health and agriculture sectors will be increased, so that we can be in line with the Abuja and the Maputo declarations.

19 Aug 2010 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) I am aware that Mutito and Nzambani districts were carved out of the larger Kitui District in June, 2009. The Vote Book for Mutito Constituency should, therefore, have been moved to one of the new districts from Kitui Central District Treasury. The District Treasury for the new two districts commenced operations in February, 2010 when the District Accountants reported on duty in these two stations. The delay in the transfer of the Vote Book has been occasioned by lack of minuted resolution of the Mutito Constituency Development Fund Committee as ...

20 Jul 2010 in National Assembly:
Mr. Deputy Speaker, Sir, this is why I am hardly waiting for the 4th of August when we can vote for the new Constitution to have very clear separation between the Executive and the Legislature so that in future, Parliament has its own calendar and agenda. I think that is the way to go about it. May I seek your indulgence on the issue of the Leader of Government Business? We are assuming it is because we do not have the Leader of Government Business that we do not have business. That notwithstanding and given that the Chair chairs the ...
