  • 11 Nov 2008 in National Assembly: asked the Deputy Prime Minister and Minister for Local Government:- (a) whether he is aware that many Kenyans residing in urban areas and major towns are subjected to double payments for garbage collection, water and security services rendered by private firms, services which are supposed to be rendered by local authorities; and, (b) what measures the Ministry has instituted to ensure that the authorities render the services to protect the public from exploitation, considering that they pay service charge. view
  • 11 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the Assistant Minister for that answer. I am wondering why the Assistant Minister is not aware of the obvious. It is obvious that, in this country, especially in urban centres, people pay for all these services. We pay for water, garbage collection and security services. Why is the Assistant Minister denying that wananchi residing in urban centres pay for these services? view
  • 11 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I would like to know from the Assistant Minister whether it does not amount to double payment when the residents pay rates and rents to the local authorities for the provision of services. He has admitted that these services are now being provided by unstructured and unregulated private firms. Is the Assistant Minister delegating his duties to private firms? view
  • 30 Oct 2008 in National Assembly: asked the Minister for Public Health and Sanitation:- (a) whether she could state the identity of the firm that was awarded the tender for the construction of Mutyambua and Mbenuu dispensaries in Mbitini Division on 16th June, 1998, (b) what the terms and scope of the work in the contract were, and, (c) whether she could explain why the contractor abandoned the sites and indicate when the construction works are expected to resume. view
  • 30 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the Minister for the answer that she has given. How does the Government fail to take stock of its projects? It is now ten years since the project was abandoned. How did you fail to take cognisance of a stalled project? view
  • 30 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, when will the Ministry commence work on this project? view
  • 22 Oct 2008 in National Assembly: asked the Minister for Public Health and Sanitation:- (a) whether she could state the identity of the firm that was awarded the tender for the construction of Mutyambua and Mbenuu dispensaries in Mbitini Division on 16th June, 1998; (b) what the terms and scope of the work were in the contract; and, (c) whether she could explain why the contractor abandoned the sites and indicate when the construction works are expected to resume. I have, however, not received the written answer from the Minister. view
  • 22 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, with that assurance I take that apology. view
  • 16 Oct 2008 in National Assembly: asked the Minister for Lands:- (a) whether he is aware that 75 families from Manooni Sub-location, Kakutha Location in Mbitini Division whose land was acquired by the Government in the early 1980s for the construction of Manooni Dam have not been resettled, and have since become internally displaced persons (IDPs) living with relatives; and, (b) what urgent steps the Ministry has taken to compensate and resettle those families. view
  • 16 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I appreciate the answer given by the Assistant Minister. But I want to say this: It is not true that the land was not acquired. What is true is that the land was acquired, and there is a dam on the ground which feeds three divisions! All along, the Ministry has been promising those families that they will get land. When is the Assistant Minister going to resettle those people because their land was taken and a dam put up? The people are using water from that dam! view
