16 Oct 2008 in National Assembly:
Mr. Deputy Speaker, today is the saddest day for members of the 75 families who are displaced. The answer given by the Assistant Minister leaves a lot to be desired; not only to these members of the 75 families, but also to members of other families who have given their land to the Government for development of public utilities. Is he aware of what has been going on? In 1995, the same Ministry issued letters of offer to members of these 75 families. So, when will he settle these people? I have documents here with me which confirm that the ...

23 Jul 2008 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this debate. Let me start by congratulating the Minister and his staff for making a nice presentation to this House. Since land is central to the lives of most of us, it needs to be considered. The Minister come up with good plans, but having looked appropriately at this Ministry's budget, I am convinced that the Minister needs more money than what he has been given, in order to achieve what he has planned to do. Having said so, I want to make a few ...

23 Jul 2008 in National Assembly:
. If the Government fails to provide chai, somebody else will be required to do so, and that person is the client. This is a den for corruption. So, Mr. Temporary Deputy Speaker, Sir, in order to curb this corruption, the Ministry must July 23, 2008 PARLIAMENTARY DEBATES 2071 provide sufficient funds to enable the Land Registrar to pay these elders. The other unit at the district-level is the District Lands Tribunals. The Government had good intentions for setting up land tribunals. These tribunals were set up to facilitate arbitration of land in a cost-effective manner, but again, the same ...

18 Jun 2008 in National Assembly:
Madam Temporary Deputy Speaker, thank you for giving me this opportunity to contribute. The Minister for Finance came up with very nice proposals in this year's Budget. While supporting this move, I want to observe that the Minister did appreciate that agriculture is a prime mover in the economic recovery of this country. It is so important in the realization of the medium term development goals and the realization of the Vision 2030. The agriculture sub-sector has good proposals, but I want to mention one area where I think enough support was not given. This country, particulary in this year, ...

20 Mar 2008 in National Assembly:
Thank you, Mr. Speaker, Sir, for allowing me to continue with my contribution. Yesterday, I was on the Floor contributing in support of the President's landmark Speech. I come from Makueni Constituency, which is one of the ASAL constituencies. One of the major challenges that we face is lack of water, which is a basic human right. This is an area where we depend on the mercies of the weather. The rain predicability is very poor. I understand that a new policy is being formulated on water harvesting and storage. The Government should focus its attention, not only to Makueni, ...

Mr. Temporary Deputy Speaker, Sir, thank you for noticing me. My names are Mr. Peter Kiilu, the Member of Parliament for Makueni Constituency. Let me start by thanking the people of Makueni for electing me to this House. Secondly, I would like to congratulate hon. Members who are here for being elected to serve in this National Assembly. I also want to congratulate them for uniting yesterday, and, in one spirit, passing two important Bills that will give rise to a new political dispensation. Mr. Temporary Deputy Speaker, Sir, I would like to make a few comments on the Presidential ...
