  • 11 Nov 2021 in National Assembly: Yes, I will table both Statements. One was asked by Hon. Kipsengeret Koros regarding the conflict along the Nyanza and Rift Valley boundary. The second one was asked by the Member for Tigania West Constituency, Hon. John Mutunga, regarding misrepresentation of facts during issuance of identity cards (ID) to Tigania West residents. Thank you. view
  • 11 Nov 2021 in National Assembly: Thank you, Hon. Deputy Speaker. At the outset, I want to advise my brother, the Chair of the Departmental Committee on Sports, Culture and Tourism, that you must put your foot down because this is squarely your mandate and whatever the Senate is doing is useless. As a matter of fact, the other day there were skirmishes in Laikipia and we wanted to go and investigate. A week before, this Committee went there against security advice. The Committee on Security from the Senate was there saying it was the one which was mandated. I wonder because we are in this ... view
  • 11 Nov 2021 in National Assembly: why should I be running after somebody who is running to do my work when they can as well be doing devolution work and overseeing governors who are wasting our resources and they are not going to oversee them? Hon. Deputy Speaker, I have left you to determine as the head of the institution what we need to do with those who are interfering with our mandate so that you can also advise and guide us accordingly. view
  • 10 Nov 2021 in National Assembly: Thank you, Hon. Deputy Speaker, for the chance. I was looking at the Order Paper and I can see the request for Statement is supposed to be designated to the Departmental Committee on Finance and National Planning. However, in his submission, Hon. Duale has asked for a joint Statement from the Departmental Committee on Finance and National Planning and the Departmental Committee on Administration and National Security. My query is how is this going to be done and who will take responsibility, because his request reads differently? view
  • 10 Nov 2021 in National Assembly: Thank you, Hon. Deputy Speaker. This is a response to a Statement sought by the Member or Parliament for Runyenjes Constituency, Hon. Erick Muchangi, who sought to be informed on the following:- (i) The disappearance and murder of two young men. (ii) Why it took so long for the police in Manyatta to… view
  • 10 Nov 2021 in National Assembly: Thank you, Hon. Deputy Speaker. The Member sought to know: (i) Why it took too long for the police officers in Manyatta to relay the correct information to the parents. (ii) Whether the Inspector-General of police can explain to the members of the public what exactly happened. (iii) Whether the Cabinet Secretary for Interior and Coordination of National Government can assure the members of the public, business men and women of their security, given that business men and women have started fleeing Kianjokoma Market citing insecurity as the reason. The response is as follows: On 1st August, 2021, at around ... view
  • 10 Nov 2021 in National Assembly: During the patrol, they arrested a total of 10 persons within the areas of Muchagori, Kavutere, Kianjokoma and Kiriari for contravening curfew orders and selling liquor after hours. The patrol team then proceeded to Karau Police Post, where they collected one person charged with the offence of assault, who was pending escort to Manyatta Police Station. Later, it was established that two of the arrested persons, who were brothers, died, a matter that is currently pending before court. The incident sparked riots within Kianjokoma area, where Kibugu Police Station vehicle GKB 277T was burnt by the rioters. Furthermore, the rioters ... view
  • 10 Nov 2021 in National Assembly: Thank you, Hon. Deputy Speaker. The Member for Suba North, Hon. Millie Odhiambo, sought a statement regarding a boat that capsized in Lake Victoria on 21st September, 2021. She particularly sought to be informed on the following:- 1. The details of the measures that the Ministry has instituted to effectively and rapidly respond to boat accidents and tragedy such as the one that happened in Lake Victoria and any plans to undertake recovery. 2. The steps being taken to ensure that boat operators in Lake Victoria adhere to set safety and rescue measures. 3. Whether the Ministry has put aside ... view
  • 10 Nov 2021 in National Assembly: prosecutes maritime law offenders in the lake. However, the Ministry has no budget line for compensation of affected families. Hon. Deputy Speaker, that is the Statement by the Cabinet Secretary. I wish to have some additional information because pursuant to that incident, the Committee visited Homa Bay on a fact-finding mission on 8th October 2021. During the visit, the Committee held meetings with the County Emergency Response Co-ordinating Committee under the chairmanship of the County Commissioner. The Committee also met key stakeholders including the Kenya Coast Guard, the Kenya Marine Authority, the Border Patrol Unit and the Beach Management Units. ... view
  • 9 Nov 2021 in National Assembly: Thank you, Hon. Speaker. I was answering a question which was brought to me and then I realised that you had given me a chance. Otherwise, let me weigh in on this matter. It is true that the country has been partially opened and the curfew has been lifted. At the same time, truth be told like what Members have said, the disease has not gone and it is still with us. We must be quite careful how we handle the situation. Hon. (Dr.) Nyikal has said that we have done about five to seven per cent vaccination and yet ... view
