  • 31 Jul 2008 in National Assembly: Mr. Speaker, Sir, being aware that not all women are in women groups so that they can access the money, and not all of them are doing business, what plans does the Minister have to ensure that women without entrepreneurial skills access this money? view
  • 30 Jul 2008 in National Assembly: asked the Minister for Education:- (a) whether the Ministry still trains teachers for Early Childhood Development 2182 PARLIAMENTARY DEBATES July 30, 2008 (ECD); (b) whether he could clarify if scheme of service exists for these teachers and, if not, explain steps he is taking to ensure that the trained manpower does not go to waste; and, (c) what the current number of these teachers in Limuru Constituency is. view
  • 30 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I need further clarification from the Assistant Minister as to when the programme of training ECD teachers started in the country and why it has taken so long to establish a scheme of service for these teachers. view
  • 30 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister seems to be insensitive to that very important group of people. I would like him to assure this House that, within the next one year and in the coming financial year, he will put in place a scheme of service for those very important teachers. view
  • 16 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister for Roads the following Question by Private Notice. (a) Is the Minister aware that the road contractor on Thogoto-Mutarakwa Road has damaged all the water pipes along the road, leaving all the residents without clean water supply? (b) Could the Minister also give the reason why water disposal culverts have been done on existing feeder roads, thereby converting these roads into rain water drainage channels, and denying some residents access to their homes/properties? (c) What urgent measures is the Minister taking to ensure that the anomalies are corrected? view
  • 16 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister is misleading the House by 1846 PARLIAMENTARY DEBATES July 16, 2008 saying that culverts have not been done on the existing feeder roads. I know they have been done on existing feeder roads. He may not be aware because he got this answer from the technocrats. However, the fact of the matter is that these culverts are done on existing feeder roads. Other than that, the contractor has gone a notch higher and is now dumping waste soil onto the feeder roads. What is the Assistant Minister going to do to ensure that ... view
  • 16 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am very concerned about the access roads. I want the Assistant Minister to confirm to the House that he is going to give orders so that the soil waste on the access roads and the culverts is removed. At the same time, let the Assistant Minister tell this House how he is going to resolve the issue of water which is going to cause riots if the residents do not get it. view
  • 15 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, I rise to support this Motion. I wish to start by congratulating the Minister for a well presented document. It is a good policy if only it can be polished. This is a good start and being a first-time Minister, that is a commendable job. I will not belabour on the issues that have been touched on by the various contributors to this debate. But I wish to raise a few pertinent issues that the Minister would wish to address because they are very critical. Being on the ground where the youth are, and having come ... view

  • 15 Jul 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker. Some of us are still learning. I was at the point where I was saying that the youth comprise 60 per cent of the population of this country and, at the same time, we know very well that, in that 60 per cent, about 75 per cent of that percentage are not employed. It means the issue of the youth has not been previously handled very keenly and with the importance that it deserves. We have so many employment opportunities that we can create for our youth. But let me touch on one that ... view
