I also want to mention that looking at the amendment, it seeks to leave out the qualifications of a Vice-Chairperson. We know very well that in the absence of the Chairperson the Vice-Chairperson will perform the duties of the Chairperson.   • 3 Aug 2021 in National Assembly: Secondly, is the issue of the provisions of the PSC with regard to the Public Service Commission Act which provides the qualifications of a Chair? If you look at the crafting of the County Governments Act in terms of the human resource it has borrowed heavily from the Public Service Act, except where it diverges from the provisions of qualifications of the Chairperson. The Public Service Commission Act provides that one must be a citizen of Kenya and holds a degree from a recognised university in Kenya, as well as 10 years’ experience in their respective profession. view
  • 3 Aug 2021 in National Assembly: If we must deviate substantively from the Public Service Commission Act then, it means we will go contrary to the provisions of the County Governments Act. So, we shall be seeking to amend this clause so that the Chairperson can have a university degree. These are the only two main issues, the rest of it as alluded to by Members is streamlining and ensuring the human resource performs in accordance with the requirements of their job description. This will translate into better output for the county governments. view

The court further issued execution orders dated 3rd September 2020, directing the Regional Police Commander of Eastern to provide security during the eviction exercise. There is also attached a copy of the execution order. Currently, there are no IDPs accommodated at Ndunguni Primary School. Therefore, there is no humanitarian crisis. I am not quite seized of what is on the ground, but the matter needs to be addressed in the manner the former CEO has said. At the outset, this should have been curbed at the initial stage, that is, before people faced off. They should have been able to sit down and amicably sort out the problem.   • 6 Jul 2021 in National Assembly: deserving. Otherwise, it went the wrong way that they were not able to sort it out amicably and had to resort to going to court. When I hear that there are four schools that are going to be left without students, then, it should worry every Kenyan. We should have schools where public funds have been spent. The schools are going to be left empty because the entire crowd has been pushed out! I will seek your direction on whether we are going to undertake this exercise jointly with the Committee on Lands. view
