  • 13 May 2021 in National Assembly: Thank you, Hon. Speaker. From the outset, I want to state that I am usually very patient, but my patience went off when I heard the Hon. Member referring to Members as cows, unless he was talking about something else. This is because he asked that you protect him from cows. So, we need to know who these cows are. Are they cows out there or he is referring to us as cows? Is he in order? view
  • 13 May 2021 in National Assembly: Thank you, Hon. Deputy Speaker. Let me start by thanking all Members who have contributed and those who have suggestions to enrich the provisions of this amendment Bill. I accept that if there are any amendments or additional clauses, Members will bring them in the Committee of the whole House for processing. Hon. Deputy Speaker, it is good to note that the framework which was set for combating abuse of narcotic drugs and psychotropic substances is contained in the Narcotics, Drugs and Psychotropic Substances Act of 1994. Despite that, several times we have seen the same substances pass through our ... view
  • 13 May 2021 in National Assembly: fines that will emanate from the Act will be enhanced to make sure that they are punitive enough for people to be afraid of dealing with them. They will also make sure that those officers who assist in drug trafficking or concealing of those who are trafficking, are going to be punished to the extent of even losing their jobs. It also speaks to the issue of those who are dealing with drugs outside Kenya by way of providing for information sharing between the Kenya Government and foreign governments. It also good to note that people hiding behind the right ... view
  • 11 May 2021 in National Assembly: Thank you, Hon. Speaker. This is a response to a request for Statement by Hon. Mohamed Duale from the Ministry of Interior and Coordination of National Government. view
  • 11 May 2021 in National Assembly: The Member for Dadaab Constituency, Hon. (Dr.) Mohamed Duale sought a Statement on Eminent Closure of Refugee Camps in Kenya. The Hon. (ii) Whether the Government can consider giving citizenship to persons and children born as a result of intermarriages between Kenyan citizens and refugees as provided for in the Constitution of Kenya. (iii) The measures the Government is undertaking to ... view
  • 11 May 2021 in National Assembly: This population is spread across Garissa, Turkana, Wajir, Mandera, Mombasa, Malindi, Isiolo, Nakuru, Eldoret and Nairobi counties. Some Kenyans were registered as refugees to benefit from free food, increased food rations by increasing the family size, education, resettlements in Third World countries and free health services among other reasons. • 11 May 2021 in National Assembly: Hon. Speaker, as the Statement has come from the Ministry of Interior and Coordination of National Government, probably the delay may have been caused by issues of COVID-19, as indicated here. They have said they are on course and are working together with UNHCR to develop a roadmap. So I expect that, once that roadmap is done, then they will be able to issue the identity cards. view
  • 11 May 2021 in National Assembly: Yes, Hon. Speaker. I have a Statement regarding the killing of police officers in Kapedo area, but while here, I received a request from the Hon. Member who had requested for this statement, Hon. Alloys Lentoimaga of Samburu North. He says he is attending to some issue of insecurity in Baragoi. He is requesting that we defer this to the time when he will be here because he would want to get first-hand response and also be able to intervene where he is not satisfied or otherwise. Hon. Speaker, I seek direction from you. view
  • 6 May 2021 in National Assembly: I vote yes. view
  • 28 Apr 2021 in National Assembly: Thank you, Hon. Speaker. I thank you for giving me this chance to pay tribute to a fallen colleague, Hon. Paul Koinange, who was the Member for Kiambaa. Hon. Paul was a grandson of the renowned leader, the late Senior Chief Koinange wa Mbiyu, father to the then powerful Minister of State, Mbiyu wa Koinange. He worked as a civil servant before opting to venture into business and later vied for Kiambaa Constituency. He was elected in 2013 and 2017, which demonstrates that he was in touch with the people of Kiambaa and they must have appreciated his record of ... view
