It states that the National Assembly Committee of Powers and Privileges may find a Member in breach of privilege, if he or she conducts himself or herself in a manner which, in the opinion of the Committee, is intended or is likely to reflect adversely on the dignity or integrity of Parliament or of its Members, or to be contrary to their best interest. view

Members, it is a fact that a document was leaked out. It is a fact that a staffer has already owned up that that document was leaked out. We are using what we have, which is the Parliamentary Powers and Privileges Act, which gives us the mandate. Therefore, the Act gives us the strength and mandate to sort out the issues as they come. Members, we have worse penalties in the Act. We have eight different penalties, but we settled on a lesser one, so that it becomes a deterrent to us and the staff.
