Finally, I have heard about the issue of transparency in scholarships and all other opportunities that Kenyans get out there. What I thought about this is that immediately we have such opportunities, the Ministry should form a multiagency team that will be ensuring scholarships get to the right person and once they do their quarterly report, each Ministry should give us a report on how they have made Kenyans benefit from those available opportunities.

Thank you, Hon. Speaker. I will start by thanking the people of Limuru who saw it fit to have me a second time here having first been elected in 2007. I scored a first because I vied for the first time and they got me in. Even this one is a first because they are not known to re-elect somebody to this House.

We are discussing the President’s Speech. For President Uhuru Muigai Kenyatta to come to this House and with all humility tell us how he accepted the decision of the Supreme Court, though bitter, it must have taken him a lot of courage. We are also saying to our people, please, accept that this country has got systems and processes which must be followed. We have commissions which are established under Chapter 15 of the Constitution and there are constitutional ways and processes concerning the removal of commissioners. Mr. Speaker, Sir, I beg to ask the Minister for Roads the following Question by Private Notice: (a) Could the Minister confirm that the National Environmental Management Authority (NEMA) has stopped the construction of Thogoto-Mutarakwa Road? (b) Why was the commencement of works allowed without the Environmental Impact Assessment Licence? (c) What measures is the Ministry taking to ensure that the road is motorable for use by residents of Ndeiya in Limuru; and could the Minister consider compensating the contractor for delayed works arising from the stoppage of works?

Mr. Speaker, Sir, the construction of this road started in 2000 before I became Member of Parliament. This road is from Thogoto to Limuru. It was never deemed to have Phase I and Phase II. Secondly, the road was done half way. About 15 kilometres of it was tarmacked. If that certificate was given by NEMA, I do not see why he has to get another one unless he is saying his officers were incompetent and they advised the construction of that road commences without NEMA’s approval.
