Both the Senate and the National Assembly passed those regulations and they are in force. You get surprised when the Cabinet Secretary (CS) in the same Government now wants to go through the backdoor to remove those regulations. It is inconceivable. That is why we have so many problems in this Government. I do not want to bore the House with the number of amendments we are rejecting, because we either accept all of them or reject all of them. I do hope that in the next one week, both this House and the National Assembly will find wisdom to establish a Mediation Committee to look at the amendments which are acceptable and the amendments which are not acceptable. Mr. Temporary Speaker, Sir, I want to inform my colleague that it is true. Out of the regulations we passed here, the first beneficiary of direct coffee sales was Kipkelion Coffee Co-operative Union and they took advantage of that. For them to get permission to export their coffee, after they found their own market, good beans and we introduced the buyers to them, the Ministry has been putting barriers to prevent them from getting direct licences to export their coffee to wherever they want. Thank you, Mr. Speaker, Sir. I join my colleagues in congratulating Sen. Khaniri for bringing this very important Statement to this House. Kenya prides itself as an agricultural country. However, it is very sad that we call ourselves an agricultural country, but do not put in place measures to support that objective. Even if you were to compensate that farmer after they have planted, then the consumer price of that product will be expensive. Therefore, this country will be sinking in aberrance of inflation if we do not have proper plans. I am happy that Sen. Khaniri has brought this issue here. Let us examine whether our meteorological department can give us forecasts that can help us to plan. They should be able to tell us when we will have rains and drought, so that the country can plan.
