  • 18 Jul 2019 in Senate: Committee. This House has passed the Warehouse Receipts System Bill, which will shape the manner in which the markets behave as far as cereals are concerned. I hope that the Ministry will, in the near future, first of all, address the issue of why food in this country is more expensive than the neighbourhood.   • 18 Jul 2019 in Senate: As we point a finger at the Cabinet Secretary for Agriculture and Irrigation, I would want us to address ourselves to the counties. For us to be able to do that, we need to capacitate our county governments with funding, so that they can do all those things. Since we have given our county governments that ability through the Warehouse Receipt System Bill, I look forward to them bringing their own legislation on how they will regulate the warehouse receipt system.   • 11 Jul 2019 in Senate: Thank you, Mr. Speaker, Sir. I congratulate Sen. Halake for this important Statement. Part of the reason we have congestion in our prisons, and that is perhaps one of the issues the Committee to which this Statement will be committed to, is because most of those prisoners, a majority who are young people, are repeat offenders. Once they are released from prison, they are not assimilated into society. The reason is obvious. When a young man is released after serving his jail term, he gets out into society and fails to secure a job. If he has a driving licence, ... view

If we want to rehabilitate most of our young people who are in prisons and to reduce congestion in our prisons, we have to find a way of giving them a certificate of good conduct once they are out of prison. Some of them are not quite reformed. However, we should have a system where they can get a conditional certificate of good conduct or something else.
