  • 18 Aug 2009 in National Assembly: Mr. Speaker, Sir, due to a limited Development Budget stretched by demands to upgrade provision of priority basic and specialised services in many hospitals, including Kakamega Provincial General Hospital, the Ministry is not able to provide a CT scanner to the hospital in the short-term. Consideration will be given to this matter when the funding situation improves. In the meantime, the hospital is still utilising the facilities in Nyanza Provincial Hospital and Moi Teaching and Referral Hospital under the Ministry’s referral strategy. This is not a situation we are very happy with. If funds were available, a CT scanner is ... view
  • 18 Aug 2009 in National Assembly: Mr. Speaker, Sir, I doubt very much that Western Province has 6 million. However, that notwithstanding, we have started refurbishing a building to put in an ICU. That refurbishment will continue .We will factor in a proper Budget next year to complete the ICU. This is an undertaking I am giving the hon. Member. I am not just about to take him down the street of deceit. view
  • 18 Aug 2009 in National Assembly: Mr. Speaker, Sir, that is precisely what I said at the beginning – that Kakamega Provincial General Hospital is one of the 23 hospitals view
  • 18 Aug 2009 in National Assembly: Mr. Speaker, Sir, the hon. Member is dead right. The best situation would be that every provincial hospital as a referral facility should not only have provision of oxygen, but also its own oxygen processing unit. We have an oxygen processing unit at the Moi Teaching and Referral Hospital which also supplies oxygen to a number of hospitals in Western Province. We intend to put six oxygen concentrators at the Kakamega Provincial Hospital during this financial year to serve that vicinity. In the end, we intend to do what we have done at Kenyatta National Hospital and Moi Referral Hospital ... view
  • 18 Aug 2009 in National Assembly: Mr. Speaker, Sir, I doubt very much whether we can do that through the supplementary budget. If Parliament so wishes, it can direct the Treasury to give us that money to do the necessary work at Kakamega Provincial hospital. view
  • 13 Aug 2009 in National Assembly: Mr. Speaker, Sir, I would like to issue a Ministerial Statement on the Ministry’s position on herbal medical practice. view
  • 13 Aug 2009 in National Assembly: Over the last few weeks, several reports have appeared in our media of cases where wananchi seeking medical care in certain herbal clinics have been duped. We have had incidents where women have been given herbal birth control pills--- view
  • 13 Aug 2009 in National Assembly: Mr. Speaker, Sir, the hon. Member is, perhaps, going to some herbal medical practice outside. view
  • 13 Aug 2009 in National Assembly: Mr. Speaker, Sir, we have had incidents where women have been given herbal birth control pills which have eventually ruined their health as well as that of the children they eventually give birth to. It is also true that we have bona fide herbal clinics which are doing commendable work and which need to be shielded from the quacks that spoil the name of this alternative health care delivery system. view
  • 13 Aug 2009 in National Assembly: As Akinyi Okulo, a writer in the Daily Nation Newspaper observed yesterday, we need to establish professional guidelines on herbal medicine and to ensure that both the practitioners and consumers of herbal medicine operate within the bounds of order, proper ethical standards and scientifically proven preventive and curative remedies. view
