  • 2 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to answer. (a) Murang'a South District has a district hospital called Maragua District Hospital gazetted as such, vide Gazette Notice No.6767 of 2nd July, 1999. However, I am aware that the District does not have a sub-district hospital and that some patients requiring specialised treatment are referred to Thika District Hospital which is the nearest referral hospital. (b) My Ministry has no immediate plans to upgrade Kandara Health Centre to a sub-district hospital. This is because it serves an immediate catchment population of 23,451 which is well within the service population ceiling of 30,000 ... view
  • 2 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, the hon. Member is right in saying that Maragwa District Hospital may not have all the facilities that should be present in a district hospital. In that regard, we are currently taking an audit of all facilities at various levels to ensure that each level hospital has the requisite facilities in terms of equipment and human resources. We shall make sure that in Maragwa District Hospital, if there are certain resource gaps, both in terms of equipment and human resources, they will be bridged. view
  • 2 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, it is important that hon. Members realise that hospitals deal with human beings. So, the variable must be based on human beings. We cannot use any other variable except for human beings who go to that hospital. That notwithstanding, we can also take into account the geographical features in an area, so that if a district is too big and people cannot travel to a specific level hospital, then that can be taken into consideration. view
  • 2 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I will not only prioritise to ensure that this hospital has the requisite facilities in terms of human resources and equipment, but I will arrange with the hon. Member that I visit the hospital myself so that I do not just depend on sheets of paper that are being presented to me. This morning, I toured health facilities in Nairobi, and what the hon. Member is saying is quite true. We have serious gaps in terms of the equipment and human resources in our various levels of hospitals. We are determined to make sure that we ... view
  • 2 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I assure hon. Members that we are currently doing an audit of the various level facilities that are under the Ministry. The policy is that we should bridge the gaps. Indeed, the task is enormous, but I assure the hon. Member for Yatta that we shall do the same. We only have to take into account budgetary constraints and a time action plan. However, within a time action plan that we shall bring to the House, indeed, our responsibility will be to provide these services. view
  • 2 Jul 2008 in National Assembly: You will forgive me, Mr. Deputy Speaker, Sir. Due to the noise in the House and the volume of the voice of the hon. Member, I did not get what he was saying. Could I ask his indulgence to repeat what he said, so that I can get it? view
  • 2 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, maybe the best thing for us to do with the hon. Member is to go to that particular hospital and meet with the ground officers, so that we can discuss these facts in situ . After that we shall take appropriate action. 1580 PARLIAMENTARY DEBATES July 2, 2008 view
  • 16 Apr 2008 in National Assembly: Madam Temporary Deputy Speaker, I want clarification from the Minister for Energy as to whether the directive to disconnect power after 30 days also includes the issue of power surges. Some of the water pumps are receiving power that is less than required to effectively operate. This is so particularly in the western region of this country. So, I am seeking to know whether that is covered in the new directive. Madam Temporary Deputy Speaker, in the past, what we have experienced is that there are pumps that have power, but it is not enough to make them operate and ... view
  • 25 Mar 2008 in National Assembly: Mr. Deputy Speaker, Sir, protect me from Mrs. Mugo. view
  • 25 Mar 2008 in National Assembly: Mr. Deputy Speaker, Sir, I rise to support the Motion of Adjournment not because, as an hon. Member said, it has come at a time when most hon. Members are ready for it, but because the Government does not have business to put on the Floor, and needs time to generate that business; the House cannot continue sitting without having something to do. Mr. Deputy Speaker, Sir, having said that, we are going through an extremely delicate time in our history. This is a time that requires tremendous dexterity in politics. This time requires that we rise up to the ... view
