3 Oct 2007 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, finally, the issue with the HELB is the problem of the recoverability of the loans. The solution lies in compelling all employers, not just those who are in the public sector but also in the private sector, to treat the recovery of HELB loans as part and parcel of statutorily deductions. If, indeed, every employer, when employing somebody, had a section in their contract that says that if this person has a loan, it must be statutory deducted, that would solve the problem of money not being paid back to the HELB. The money would ...

3 Oct 2007 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir. I would like to October 3, 2007 PARLIAMENTARY DEBATES 4325 support this Bill, but with qualifications. Mr. Temporary Deputy Speaker, Sir, I am one of those rather conservative people who fear genetically modified organisms (GMOs). When I was in high school, I was taught biology. I was taught that, somehow, if you do not believe in the theory of creation and believe in the theory of evolution, you will have some kindred to tadpoles. Somehow, human beings can trace their relationship to some tiny animals called tadpoles. That really frightened me. It made ...

2 Oct 2007 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I stand to second the Fifteenth Report of the PIC on the accounts of State corporations for the year 2006/2007, that the Chairman of the PIC has ably presented to the House. Mr. Temporary Deputy Speaker, Sir, I was speaking in the "conditional". I said "if". If the hon. Member followed what I said - and he can refer to the HANSARD - my sentence began with "if". It is a "conditional". If the appointments at the Kenya Ports Authority are done on patron-client relationships, then performance will not improve. If they are done on merit, then, performance will improve. That is a conditional sentence. I have nothing to substantiate on that, Mr. Temporary Deputy Speaker, Sir. Mr. Temporary Deputy Speaker, Sir, let me turn to the Lake Basin Development Authority (LBDA). ...

19 Sep 2007 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. Mr. Oparanya is responding to the Assistant Minister's response. Is it in order for the Assistant Minister to continue discussing with his colleagues, when he should be listening to the hon. Member?

19 Sep 2007 in National Assembly:
Mr. Speaker, Sir, I apologise for arriving late, but I got the tail end of the Assistant Minister's Ministerial Statement, for which we are grateful. All that I would urge the Assistant Minister is that those investigations should be expeditiously carried out, especially after incidents like this one, which tarnish the name of the country locally and abroad.
