Mr. Temporary Deputy Speaker, Sir, with due respect to my uncle, His Excellency the Vice-President and Minister for Home Affairs. Is he in order to anticipate debate on a Bill that is to come before the House and yet what we are debating today is completely different?

On a point of order, Mr. Speaker, Sir. Is the Minister in order to mislead the House that the review of constituencies has never been preceded by consultation in the House, when we know that when the Senate was dissolved in the 1960s, before constituencies were introduced for the Senators to become parliamentarians, there was negotiation?

Mr. Speaker, Sir, access roads in the sugar belt are in a pathetic state. Traditionally, these roads have been maintained by cess money from the county councils. I would like to appeal to the Minister to visit the area or send very serious officers to inspect these roads in order to see what conditions they are in. They are really hurting the transportation of sugar from the fields to the factories. They are in a really pathetic situation.

Mr. Deputy Speaker, Sir, could I ask the Assistant Minister to explain to this House very briefly why the Ministry cannot adopt the method of design and build to cut down on the long waiting period? At the moment, we design, tender, evaluate and hire. By the time you go to evaluate the tenders, some of the original people who had applied drop off. Then the thing starts all over again. Could we get an assurance from the Assistant Minister that the archaic method of constructing roads and bridges will be abandoned? We should use much more rapid methods of ...

But, Mr. Temporary Deputy Speaker, Sir, 1 before I say anything, let me make four concrete recommendations to the Ministry, following what we have been listening to this afternoon in the House. Mr. Temporary Deputy Speaker, Sir, my fourth point and recommendation, which is very important, is that in order to use NHIF, it must be seen as a source of domestic savings. If that Fund is seen as a source of domestic savings, this idea of getting the so- called "surplus" to invest in those buildings will not arise! Domestic savings, in a healthy economy, should be used for capital formation. I happen to come from Kisumu Rural Constituency, and in order to come to Nairobi by road, I have to drive from Kisumu to Nairobi. is not rocket science. It is something which we know. This whole long road to procurement process that the World Bank subjects us to is nonsensical. The only thing we need to do is to be transparent and accountable to our people, establish proper institutions in Government and get proper people in places and they can do the work.
