25 Apr 2006 in National Assembly:
Mr. Speaker, Sir, I will bow to your plea. I will make my last point. A gentleman will always respect others' pleas. So, I will, in a gentlemanly fashion, accept your plea and conclude. I would urge the other side of the House to stop this talk about pro poor policies. Pro poor policies are very discriminatory and condescending. Our mission, as a Government, is to eradicate poverty and not to put the poor in a corner somewhere and deplore them. When you begin being pro poor then you end up dishing out small amounts of money here and there ...

19 Apr 2006 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. Would it be in order for us to ask the Minister to bring to this House a Ministerial Statement to fully address himself to this Question, because he has not answered it?

19 Apr 2006 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir. I stand to support this Motion very strongly. I have had several discussions with the Minister and I know that he has a very forthcase spirit towards the sugar industry but he alone is not enough to move the sugar industry. We need the whole of the Government to commit itself to making the sugar industry contribute positively to the economy of this country. Mr. Temporary Deputy Speaker, Sir, the sugar industry has a tremendous potential to contribute towards the economic recovery of this country. The sugar industry supports about four million people ...

19 Apr 2006 in National Assembly:
It has so much potential but these taxes are grounding it. Mr. Temporary Deputy Speaker, Sir, why are we being penny wise and pound foolish? We are killing our industries by paying taxes. We are discouraging entrepreneurs by paying taxes. The two performing factories in the sugar sector are Mumias which is privatised and, by the way, its shares are giving a lot of dividends in the stock market and the other one is South Nyanza Sugar Factory (SONY) which is properly managed by a very capable managing director but because he has managed to turn it around in the ...

19 Apr 2006 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, we from the sugar growing areas are not going to lie still and just look while the sugar industry is being destroyed by "sharks" and corrupt individuals. So, we are going to go out of our way even to go and squat in the Minister's and Permanent Secretary's offices to make sure that the sugar industry is turned around because it is the future of Kenya. So, this Motion that hon. Oparanya has brought here today is very important and this House must support it to make sure that this country's sugar industry turns around. ...

18 Apr 2006 in National Assembly:
Mr. Speaker, Sir, I beg to ask the Minister for Agriculture the following Question by Private Notice. In view of the fact that the Nucleus Estate of Miwani Sugar Mills has been advertised to be auctioned on April 12, 2006, could the Minister explain the following:- (a) who is auctioning the land and why? (b) who are the secured debenture holders of Miwani Sugar Mills? (c) What has the Minister done to safeguard the national interest in Miwani Sugar Mills?

18 Apr 2006 in National Assembly:
Mr. Speaker, Sir, let me thank the Minister for providing this answer but the sugar industry is in a big problem and the problem in Miwani is the confusion of who owns the land and who owns the factory. The names which appear here were given in a judgement by Justice Mbaluto who was dismissed with disgrace from the Judiciary and his judgement has been argued to be invalid in law. So, can the Minister explain to us what stake the Singhs have in Miwani Sugar Company and what he has done to ensure that the fraudulent judgement given by ...

18 Apr 2006 in National Assembly:
Mr. Speaker, Sir, the judgement given by Justice Mbaluto to award the Nucleus Estate in Miwani to two gentlemen called Mr. Surnjit Singh and Malkiat Singh has been argued to be invalid in law. Justice Mbaluto himself was dismissed with disgrace from the Judiciary. If I may offer my---
