  • 16 Mar 2016 in Senate: Thank you, Mr. Temporary Speaker, Sir. I stand to support this Bill, long as it is, but I will support it in substance. I do concur with Sen. M. Kajwang that may be things that belong to regulation and policy should be looked into. One of the very important issues about fisheries management in this country is that we have underestimated the important role of State in managing the exploitation and use of aquaculture and fisheries. Fishing has been seen as an economic activity for subsistence. When there is trade, that trade has been minimal to non-processed fish except for ... view

  • 15 Mar 2016 in Senate: On a point of order, Madam Temporary Speaker. I seconded the Bill that Sen. Sijeny moved in this House. I would like to plead with my colleague and fellow professor, Sen. (Prof.) Lonyangapuo, that it is in the tradition of Parliament that once a Bill is debated and passed, you cannot go back on the same and begin criticizing or revising in retrospect. It is not good parliamentary culture. Having said that, the issue that Sen. Gwendo has brought to this House is extremely important. I think we should not just treat this particular incident as an isolated one but ... view

  • 15 Mar 2016 in Senate: No! This is very important. When you go to watch a movie, there are certain movies which say: “This movie requires parental guidance”. When we were in high school and going for certain activities, you had to have teachers with you. Those activities involved dancing, entertainment and so on. They are not different from the parties that these kids go to. However, if we allow a culture that assumes that kids can do that without some kind of parental guidance, we are entering an extremely dangerous zone. I am for looking for cure to the problem and not just describing ... view

  • 23 Feb 2016 in Senate: Mr. Deputy Speaker, Sir, I had earlier sought leave of the House under Standing Order No.45(2)(a) to make a statement and bring the attention of the House to a matter that concerns us as Kenyans, Africans and East Africans. Mr. Speaker, Sir, last week general and presidential elections were held in Uganda. The outcome of the presidential election has been very problematic. This is the first time in an African country where an election is held and there is no celebration of victory anywhere. If anything the victory rally that President Museveni had planned in Kampala had to be cancelled ... view
  • 23 Feb 2016 in Senate: Thank you, Mr. Speaker, Sir. I stand guided. I will definitely honour your directions. In the African scene, in the early 2000s when I was Minister for Planning and National Development, most African countries, indeed, all members of the AU, signed themselves to the African Peer Review Mechanism (APRM). The reason we acceded the APRM was because of the importance we attach to democracy in the new surge for good governance in our continent which is really needed for development. Since then every African country which signed up to the APRM has been reviewed by their peers, including Uganda. If ... view
