  • 23 Feb 2016 in Senate: On a point of order I stand with humility to request the Chair under difficult circumstances to reconsider opening the Floor to some comments from the Members using the prerogative you are given under Standing Order No.1. Secondly, when I sought the permission of the Clerks-At-the-Table to raise this matter, they advised me to do it under Standing Order No.45(2)(a). However, I requested whether other Senators could comment and the reaction was that they could. The electronic version of the Senate Hansard Report is for information purposes view
  • 18 Feb 2016 in Senate: Thank you, Mr. Speaker, Sir. I would like to add my voice in congratulating my Chairman, Sen. Billow, a man of substantial integrity. I am sure, as Sen. Billow is sitting there, he is wondering whether we mean the words we are saying here. Usually, you find that when in such an occasion, you feel as if it is a funeral. At least in your own funeral, you do not hear what they say but at least here, he can hear what we are saying. So, I hope that all these good words going to Sen. Billow are well-meant. Mr. ... view
  • 18 Feb 2016 in Senate: Mr. Speaker, Sir, I think he is being distracted by an enthusiast. What I was saying is that tremendous initiative was taken at the African level in the early 2000 and I was involved in improving governance especially through NEPAD and the APRM. Our President is the current Chairman and even then, APRM does not seem to be taken seriously. It is a very important instrument for improving governance in Africa. Mr. Speaker, Sir, elections, for example, are not playing an important role in democratization as they need to. I am sure Sen. Billow will go to PAP with one ... view
  • 16 Feb 2016 in Senate: Mr. Temporary Speaker, Sir, I support this Bill for a good reason. In the Memorandum of Objects and Reasons, the Committee of Health through their Chairman, stated that this Bill is expected to ensure that the provision of services as relating to control and prevention of cancer are accessible at the county The electronic version of the Senate Hansard Report is for information purposes view

  • 11 Feb 2016 in Senate: Mr. Deputy Speaker, Sir, I rise to support this Motion with very good reasons. As Sen. (Dr.) Machage said, it would have been very good if Members could change committees. However, it is very late in the day and we need a collective memory of Members of these committees. view
  • 11 Feb 2016 in Senate: I belong to two committees; the County Public Accounts and Investments Committee (CPAIC) and the Standing Committee on Finance, Commerce and Budget. I want to commend our two chairpersons; Sen. (Dr.) Khalwale for the County Public Accounts and Investments Committee and Sen. Billow for the Standing Committee on Finance, Commerce and Budget. The two chairpersons have done their job with distinction. We, Members, have been very happy how these committees have been conducted. We may be having elections for the chairpersons and their deputies soon and that will be handled competently by the committees. One of the reasons why CPAIC ... view

  • 10 Feb 2016 in Senate: Mr. Speaker, Sir. May I inform the Senate Minority Leader that the Senate Majority Leader is actually correct. The idea of being enthusiastic in the Jubilee Government is a very strange characteristic. view
  • 10 Feb 2016 in Senate: Mr. Speaker, Sir, while dealing comprehensively with the IDP issue, could the Cabinet Secretary address himself to the IDP problem on the Muhoroni-Nandi border where fresh IDPs emerged on New Year’s week? I would like also to know whether the Government has moved to secure the people in the area to avoid further insecurity and the killing of people in that area. view
