  • 3 Dec 2014 in Senate: Mr. Speaker, Sir, listening to all the contributions, would it be in order to conclude these discussions by asking the Minister herself to appear before the relevant Committee or a Committee of the Whole and address herself to these questions rather than for us to go through this long route of tasking my dear friend, Sen. Kivuti to go and get information, bring it here and some more questions will be asked, I think we would rather get the word from the horse’s mouth. view

  • 3 Dec 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir. I stand really not to support the Bill, but to support the aim of the Bill, for very good reasons. One, I understand that the Government is in the process of rationalization of parastatals. The original objective of the rationalization of parastatals, if I understand it, was to make fewer parastatals, so that they are run more efficiently and cost effectively. However, the exercise has not really meant the objectives, so, we are in kind of quodrum where by the exercise of rationalization of parastatals seems to stand in limbo and it is really ... view

  • 2 Dec 2014 in Senate: Madam Temporary Chairperson, I want to add my voice on the amendment proposed by Sen. Wako. I hope that with this law, we shall stop the anarchy in the county assemblies. This is because I have seen many instances where decorum and proper etiquette, befitting members of a legislative institution, is not observed in county assemblies. Quite often, disagreements on the basis of arguments are settled rather inappropriately; in manners which are not civil and do not become of members who should deserve the title “honourable.” I hope that this law, once it takes effect, will be strictly applied to ... view
  • 2 Dec 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir. I rise to support the Motion. Sen. Wako said something very important regarding what we are experiencing. He said that in order for the security forces to perform their activities properly, there must be a proper chain of command. As Sen. Haji said, there must be a proper authority which inspires good morale in the security forces. The security apparatus of a capitalist state is a disciplined, professional organisation where they look after the security affairs of the state; that means the security of the people and their properties and they leave the business ... view
  • 28 Oct 2014 in National Assembly: Mr. Deputy Speaker, Sir, I rise to support the Motion and also record my appreciation of the points raised by my dear friend, Sen. Kagwe, which I agree with entirely, but the conclusion of which I am in doubt. I am in doubt precisely because if I were him, I would have amended the Motion rather than defeat the spirit the Motion by throwing it out entirely. I do believe that the Motion is seeking to deal with a certain mischief. According to Sen. Kagwe, that will not be dealt with by setting up an ad hoc committee, but by ... view
  • 28 Oct 2014 in National Assembly: Mr. Deputy Speaker, Sir, I cannot understand the excitement of Sen. Boy Juma Boy because this is a serious matter. If this is allowed, where the three organs of the Government; Parliament, the Executive and the Judiciary, which are supposed to be working together do not work in harmony, then this country will never move forward in terms of development. If one branch of the Government has the powers to stop the other one from doing its work and says “Okay, we have stopped you and we shall hear this case in 10 months time”. What will happen? Obviously, it ... view
  • 24 Sep 2014 in Senate: Mr. Speaker, Sir, I rise to support this Motion and congratulate our very able chairperson, Sen. (Dr.) Zani, who is a very indefatigable worker. I think we enjoyed her “chairwomanship” during this particular job and the outcome has been satisfactory. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 23 Sep 2014 in National Assembly: Mr. Speaker, Sir, I would like to speak in the same spirit with my colleague, Sen. Murungi, and to say something which I think the Judiciary is missing. I understand that the Constitution lays down the broad and general principles of governance in a Republic. It is the duty of the legislature to use those principles in establishing those laws regarding how those principles will be practiced in governance. I would like it to go on record and also to remind the Chief Justice that this is a very important Article with regard to the function of the Senate in ... view
