  • 24 Sep 2013 in Senate: Let me draw the attention of the House that one of us in this House lost a relative. Sen. Mugo lost a nephew in this terrible incidence. Amb. Catherine Muigai Mwangi is a sister to Sen. Mugo and a family friend. In fact, Amb. Catherine - we call her Ciru - was my student at the University of Nairobi and an extremely good student. Subsequently she became an ambassador to Ireland and has served in a very distinguished capacity. We lost two ambassadors. Apart from Ciru’s son, we also lost another ambassador; Amb. (Prof.) Kofi Awonoor of Ghana. He is ... view
  • 24 Sep 2013 in Senate: Mr. Deputy Speaker, I just want to quote from a poem that Prof. Awonoor wrote which is very reminiscent of what has happened. In fact, I would like to appeal to the Kenyan nation that this incidence should be immortalized by erecting a memorial somewhere opposite Westgate. There is a park there that can be used for the wreath. So all images we are seeing should be kept there so that we can remember this dastardly act. More importantly, I appeal that the poem by Kofi Awoonor, The Cathedral, be inscribed in that bowl. This poem was very prophetic. It ... view
  • 24 Sep 2013 in Senate: brightened by the last fires of a tribe. They sent surveyors and builders who cut that tree planting in its place a huge senseless cathedral of doom. If you saw the smoke billowing out of the Westgate Mall yesterday, you got a feeling that if, indeed, Westgate was being burnt down, we would, subsequently, see a huge senseless cathedral of doom. We do not want this nation to be turned into a huge senseless cathedral of doom. We want this nation to stand up as a nation of hope, inspiration and of men and women who have faith in their ... view
  • 19 Sep 2013 in Senate: Mr. Temporary Speaker, Sir, I beg to Move:- THAT, aware that Article 92(f) of the Constitution mandates Parliament to enact legislation to provide for the establishment and management of a political parties fund; acknowledging that this requirement has been met through the enactment of the Political Parties Act, 2011; noting that section 23 of the Act establishes the Political Parties Fund to be administered by the Registrar of political parties; noting further The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 19 Sep 2013 in Senate: On a point of order, Madam Temporary Speaker. Is the Senate Majority Leader in order to subvert the spirit of the Motion which he accepts concentrates on legal and constitutional matters and to bring his own subjective feelings about the most popular party in this nation so that he can distort the Motion and the debate? view
  • 18 Sep 2013 in Senate: Mr. Speaker, Sir, I stand to support this Motion and also to go on record that when the young Sen. Mutula Kilonzo Junior was soundly elected by the people of Makueni County, I was there. Sen. Orengo, the Senator for Siaya County, promised the people of Makueni that when the young Senator takes the seat of his late father, that Sen. Orengo will honour his presence in the House and the people of Makueni by quitting his seat in this particular committee in his favor. I must say that Sen. Orengo has lived up to his word. We are grateful ... view
  • 18 Sep 2013 in Senate: Madam Temporary Speaker, I do share the concern of Members of the Senate on the issue of quorum. But I would like us not to be alarmed about this precisely because we have recognized that one of the reasons we are having a problem with the quorum is not a permanent thing; it is one incident. Secondly, from the Sixth Parliament, where I was and up to now, Wednesday mornings have always been difficult in terms of quorums in the life of any Parliament. So, this is not an unusual experience in Parliament. All we can do is to request ... view
  • 18 Sep 2013 in Senate: Mr. Speaker, Sir, I rise to support this Motion due to its importance. I would like to reiterate an issue that Sen. Wako pointed out. Right from the colonial times, human rights development issues, especially matters of administration, were always taken seriously by the national Government. Therefore, the Kenya Institute of Administration stands out as such an institution. We will also remember that during that time, we also had regional training in states. I remember that in my own county of Kisumu, we had a Government Training Institute (GTI) at Maseno which was specifically for training in matters of Administration ... view
  • 18 Sep 2013 in Senate: Madam Temporary Speaker, I rise to support this very important Motion. I must say that the history of police reservists in this country is a checkered one. You do remember that in the 1980s, there was tremendous controversy about police reservists because they were misused by the State. Eventually there was even a sentiment during the NARC Government that the idea of police reservists should be abolished so that all police officers should be known and should be in uniform and be mobilized as such. But history is not static; we have now come a long way with a devolved ... view
  • 10 Sep 2013 in Senate: Mr. Speaker, Sir, I thought that the Senate Majority Leader, realizing the seriousness of this Motion, would stick to facts and proper information and not innuendoes and speculation. Mr. Speaker, Sir, I think it is important to go on record for Sen. Murkomen to withdraw what he said--- view
