Sakaja and the rest of the House that the borrowing that we are condemning happened before some of our Members like the Wiper Democratic Movement Party entered into a cooperation agreement. That was the Eurobond and some external debt that was taken in 2014/2015 Financial Year. I am also happy to inform the House that the Amani National Congress (ANC) party and its party leader have never entered into any sort of cooperation, agreement or coalition with this debt borrowing Government. I have read the Budget Policy Statement (BPS), and it has indicated that there was a 0.6 per cent economic growth in 2020, down from 5.4 per cent in 2019, mainly because of the COVID-19 pandemic. It has also said that revenue dropped by 12.9 per cent, compared to a growth of 17.1 per cent in December, 2019. It was not to retain the 85 per cent at the national level and instead take conditional grants into equitable share. I found this to be mischievous. (Dr.) Musuruve on the annual International Mother Language Day that is normally celebrated on 21st February every year. I support the recognition of what we usually call mother tongue, because it is important for the cognitive development of the child. That is why we have more smarter older people than the young people we have now and we call them millennials. This is simply because they missed out on their mother tongue. A law on ECDE is long overdue. For a long time, especially after we have devolved, ECDE teachers have been groping in the darkness without proper guidance. The Basic Education Act seems mostly to focus on the Primary schools; Grade One to Eight, but left out the pre-primary, nursery and baby class.   • 23 Feb 2021 in Senate: children to be lost in the cruel hands of these missionaries. It is our legal and moral responsibility, as a Government, to protect these children by all means. We should emulate Ms. Ruto‟s actions and, in doing so, there are key areas of concern that the Government should address. Mr. Speaker, Sir, firstly, proper background checks should be done on these missionaries in collaboration with their countries of origin, before allowing them to set up children‟s homes in Kenya.
