Madam Temporary Speaker, the investigation is specific. We do not have strangers who do not understand how the industry or the department works investigating the lifestyle audit. We have people who exactly know how the office works, what their job description is and how they conduct the job. Therefore, it will reduce bias in the process. It also removes witch-hunting from the process because it deals with people who are known. There is also an appeal system which is secured in law.

There is also the issue of freezing orders on bank accounts of lifestyle audit suspects. This process has become regularized including compensation for those who might feel aggrieved from the process of freezing their accounts. It is a long process as outlined in this Bill. Sen. Orengo has looked at it extensively. I do not want to go through it again.

I sought a Statement from the Ministry of Agriculture to tell us how they are managing succession in this area of veterinary and animal production services. If we do not manage this process properly, we will continue to have these diseases that are spread by animals because we do not have enough veterinary doctors to deal with this issue or to make sure that we are eating meat that is inspected and healthy. Recognizing the graduates of veterinary management and animal production services is crucial so that they can meet the shortage. In the meantime, let us recognize their certificates and levels of education and incorporate them in the county government structure, because agriculture is a devolved function. We mobilized about 18 people to donate blood since she needed fresh blood yesterday. Only one person out of the 18 had blood that we could use. They needed what they call platelets.
