Thank you, Mr. Speaker, Sir. I would like to thank Sen. Kibiru for coming up with this Bill on how to manage and deal with street vendors. I want to start by disagreeing with Sen. Malalah, who yesterday said that this law should not be here and should go to the counties. However, the issue of hawkers cuts across all towns and cities in this country. As I was saying earlier, there has mainly been no framework to guide counties or the national Government on how to deal with the issue of hawkers or street vendors. This law provides for licensing of hawkers in a manner that should be improved, instead of them having to be categorised. Madam Temporary Speaker, I would also like to inform this House and especially Sen. (Eng.) Maina, that certain words acquire meaning that is not necessarily in the dictionary but depending on how it is used over time. The word “hustler” now has acquired a different meaning from what is in the standard dictionary. Maybe, in a few years, we will get a fourth or fifth meaning of the word “hustler”. Malalah was addressing his Governor, Mr. Oparanya, directly. We need to hold these governors responsible for these funds. For a long time, we have been used to the fact that promotion, licensing and marketing of tourism is done at the national level. There are various institutions in the tourism sector that do this such that the county CECs do not know do not know what to do with their portfolios. classified the tourist attraction sites and made some money out of it in the process employ our people. There are other forms of tourism other than just wildlife and beaches. There are other cultural and historical attractions such as the Koitalel arap Samoei sites in Nandi County. We have made it look like the other attraction sites are not worth promoting not just locally but internationally. Our counties have created mental blocks in this area.
