  • 4 Jul 2019 in Senate: the expiry of drugs at the stores of the Kenya Medical Supplies Authority (KEMSA). The Committee received a response on the Statement sought by Sen. Charles Kibiru on the situation of health services in Kerugoya County Referral Hospital which it is considering before giving a response to the Senator. With regard to Petitions, the Committee considered a Petition on the agreement between the County Government of Isiolo and Living Goods Limited for the provision of community health services in Isiolo County and tabled its report on the Petition on 27th March, 2019. Mr. Deputy Speaker, Sir, in respect of county ... view
  • 4 Jul 2019 in Senate: Thank you, Madam Temporary Speaker, for the opportunity to contribute to this Motion by Sen. Kasanga. Sometimes back, organisations used to have a research and development department. Somehow along the way, we have lost that culture. Organisation have now done away with research and development and replaced those departments with business development managers or directors. What our forefathers had in mind was very crucial when we had this research and development as part and parcel of an organisational culture and behaviour. We live in a changing and dynamic world. There are gaps being created every so often. Those gaps must ... view
  • 4 Jul 2019 in Senate: I request that our institutions or higher learning should through the Government insist on their second part of mandate which is research other than just teaching and learning. There must be research and filling the gaps necessary for development. We cannot develop and say we want to be a middle incoming economy by Vision 2030 if we are not investing in research. Madam Temporary Speaker, with those very many remarks, I support. view
  • 3 Jul 2019 in Senate: Thank you, Mr. Deputy Speaker, Sir, for the opportunity to join my colleagues in responding to the Statement by the Senate Majority Leader. So much has been said, but the bottom line when all is said and done is that devolution is under attack. That is the bottom line of what is going on and it should not just be an issue of the Senate. Anybody who loves and supports devolution should condemn what happened today in the National Assembly. The push and pull between centralization and decentralization is not without precedence. Sen. Ndwiga has just told us what happened ... view
  • 2 Jul 2019 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute to this Petition. Wajir is a special county which experiences cholera outbreaks very often because of the low water table. There is even a joke that if you go to Wajir by road, to know that you have arrived, there is a certain smell that you get. That is because of the low water table and the poor waste disposal thereof. This issue is not new to this House. During the previous session, Sen. Kihika brought a Motion which had good recommendations on waste management. If those ... view
  • 2 Jul 2019 in Senate: The dumpsite in Wajir County is 26 years old. Certainly the population has grown and there is much development. There must be an alternative and the County Government needs to move with speed to relocate the dumpsite. With those few remarks, I beg to support. view
  • 2 Jul 2019 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I am wondering whether it is out of order to stop Sen. (Dr.) Milgo from congratulating Sen. Halake for being the first woman to be elected as Chairperson of the Centre for Multiparty and Democracy (CMD) Kenya. You should not have interrupted Sen. (Dr.) Milgo. view

  • 20 Jun 2019 in Senate: Thank you, Madam Temporary Speaker. I join you in welcoming the Members of Parliament from Uganda. I know that they have a unicameral Parliament which is different from the bicameral Parliament that we have in our country. However, they can still learn something from the Senate because they also have some devolved units. I know that they will learn a lot from us because we are their big brother. I would also like to recognize the Parliament of Uganda because they have a woman for a Speaker, Hon. Rebecca Kadaga. I thank you for the respect that you have for ... view
