  • 11 Sep 2018 in Senate: Thank you, Madam Temporary Speaker, for giving me the opportunity to support this Report of the proceedings of the First Extraordinary Session of the Plenary Assembly of the Forum of Parliaments of Member States of the Great Lakes Region. First of all, let me express my surprise that the DRC is the host of the Forum for Parliaments in the Great Lakes Region, comprising 12 countries. This is a country where we have all sorts of conflicts, especially in the eastern part. Is it that Member States are afraid to face their colleagues from that country and ask them to ... view
  • 11 Sep 2018 in Senate: than the other countries. However, with these kinds of integration and forums, we will be able to agree on how we use our natural resources for the betterment of all the countries involved. Madam Temporary Speaker, with those remarks, I thank the delegation, led by Sen. Poghisio, for the good work they did in Kinshasa early this year. The fact that they were elected to various committees of this forum tells us that Kenya was properly represented and we thank them. view
  • 7 Aug 2018 in Senate: Thank you, Mr. Speaker, Sir, for giving me the opportunity to express my sympathy and consolation to the families and the school that lost 10 children in a road accident. There is a law we passed here barring school buses from transporting children beyond 6.00 p.m. This bus had an accident at 11.00 p.m. There were policemen, parents and members of the public along that road, but nobody saw it fit to stop the bus because the driver was flouting the law. Kenyans also need to take responsibility. The era of looking aside when somebody’s child is making a mistake ... view
  • 19 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir, for giving me the opportunity to contribute to this Statement and to thank Sen. (Dr.) Milgo for bringing it to the House. She has reminded us that once we are in this House, we should not forget our professions. We should take advantage of this House to correct the issues and wrongs that we faced when we were running our professions out there. First, Mr. Speaker, Sir, I am wondering why we allow schools to operate without proper registration, yet we have set out conditions or qualifications for registration. Initially, we used to have school ... view
  • 18 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir, for the opportunity to contribute to this petition. I want to thank Sen. Seneta for coming out in defense of her people. However, we need to remember that Kenyans are allowed to work in any part of this country. The only thing she should be pushing for is that these flower farms should have a certain quota for the locals but it should be left open for the rest of Kenyans to go and work in those flower farms. She should further find out why these flower farms are not employing locals so that we ... view
  • 18 Jul 2018 in Senate: Thank you, Mr. Deputy Speaker Sir, for the opportunity to contribute to this Bill. The Salaries and Remuneration Commission is an important organ in this country. It is concerned with setting and regularly reviewing the remuneration and benefits of state officers. It also advises the national Government and county governments, among other roles, on the remuneration and benefits of all public officers. • 3 Jul 2018 in Senate: , Sen. Amos Wako. This Bill is timely. It is actually long overdue and it is something that we need to pass very fast so that the contents of this Bill can start being implemented. It addresses one of the basic principles of democracy which is governance with the people. Through this public participation, every governance programme will be in the interest of the people. Public participation is also one of the national values as indicated in the Constitution. This Bill sponsored by Sen. Amos Wako provides guiding principles for public participation. It is not just walking into the local ... view
  • 21 Jun 2018 in Senate: Thank you, Madam Temporary Speaker, for the opportunity to contribute to this Statement, which is highlighting the plight of barley farmers of Narok. Madam Temporary Speaker, we have been told that there was no agreement between the Cooperative Bank of Kenya and the farmers. Why, therefore, would the Credit Reference Bureau (CRB) target farmers and not the East Africa Malting Limited (EAML), which contracted these farmers? I think there is bad blood between all the players in the barley business, and they should all be investigated. The CRB should not abuse its powers or nobility; the rules of natural justice ... view

Shiyonga to second. view
