I want to say that many of us who come from ASAL areas are so much disadvantaged because of the terrain and the area. We want to thank the Government for giving us free education. However, as I have said, we should be able to make everything about education free including the examinations that our children do. We thank the Government for providing electricity. We have electricity in most of the schools. Apart from the infrastructure which the Government must insist that we have in our schools, we are moving on well. Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to join my colleagues in supporting the President. For the first time, of all the Presidents that have been in this country, he gave a wonderful Speech. He was bold enough to tackle issues that pertain to this country. Apart from touching on corruption and other things, the very sensitive area that the President never dwelt on very much is insecurity. If that is disturbing everybody, I apologise. However, everybody should realize that we are all sinners as we have already sinned and, hence, we need to intervene. We should be able to tackle corruption from the top. I want to congratulate the President for being bold enough to face corruption squarely. However, as I have said, we need to put people in jail so that we know that this Government is serious about corruption. Otherwise, our economy is not going to grow the way we want it because of corruption. With those few remarks, I beg to support.

Thank you very much, hon. Chairlady. I support this amendment because people with disabilities have suffered for a long time. I have a case in point in my constituency where one person who was blind and deaf died because of mis- diagnosis. It is important that the Government compels those institutions, especially banks and hospitals - especially Level 5 hospitals - to have people who can interpret for the blind and the deaf. So, I support this amendment very much.

Thank you, hon. Temporary Deputy Chairman. I want to concur with my colleagues in supporting this very important amendment. Confusion is everywhere because you meet everybody saying “ Mheshimiwa, Mheshimiwa” and you do not know who is Mheshimiwa . It is important that this Bill has come at the right time.
