Thank you, very much, Hon. Temporary Deputy Chairman. I support the amendment that the Mover has moved. This is because it is important to realize that not everybody gets a job immediately; it is so punitive that when you do not pay the loan as prescribed your name is taken to CRB. It is important that the affidavit is produced and every year you renew it, and as soon as you get a job then you can start repaying the loan. I support the amendment.

Thank you very much, Hon. Deputy Speaker for giving me the opportunity to join my colleagues in supporting this very important Bill. As my colleagues have said, this Bill was supposed to have come earlier than this because we are dealing with a very important sector of our economy. You will find that we undermine these security people who guard us but they are very important people. They take care of very important properties yet we do not give them the value they deserve. It is very important that this Bill will elevate them to the status that they are ...

Madam Deputy Speaker, I am sorry. I want to join my colleagues by saying that regulation of this sector is very important. We have to ensure that it is properly regulated in terms of training. We should regulate these companies so that not every Tom, Dick and Harry can just walk to Sheria House and register a company and the next day he gets people on the streets to take care of us. Individuals in these companies must be vetted and have certificates of good conduct so that you know exactly who is taking care of your property. As one ...

must be vetted. Even the training that these people undergo should be monitored. We should even give a condition that any private security firm must recruit their employees from NYS officers. At least, we can be sure of the training component such officers have. Many of my colleagues have said that we need to improve the salaries, insurance and welfare of private security guards so that they can be people of moral standing, who can be respected and not what we are doing at the moment. So, I support this Bill. There are certain amendments which I am going to ...

Thank you very much, Hon. Temporary Deputy Speaker, for giving me the opportunity to join my colleagues in supporting this very important Bill. First of all, I congratulate the Member for bringing this very important Bill and thinking through. We know education is vital for everybody. Some of us come from arid and semi arid areas where school fees is a real problem. HELB has gone a long way in assisting our students to get education. It has helped those communities which have problems raising school fees. It is important that we create conducive atmosphere for all the students, so ...

It is also good that this Bill has recognised the parents. It is very important for them to know that there is a procedure to be followed when applying for this loan so that students do not make double application. In general, this Bill is very good because it will assist parents and students. Many students have benefited from the HELB and I congratulate this Member for bringing this Bill to the House.

Hon. Temporary Deputy Chairman, I want to support the amendment to reduce the time limit from 10 years to seven years. It is important to reduce the period so that we can accommodate many people in that bracket.

Thank you very much, hon. Temporary Deputy Speaker for giving me the opportunity to join my colleagues in supporting this very important Bill. At the outset, this Bill is very important. It has come at the right time because it is meaningless and futile for a student to study for four or eight years in school and then not sit for the examination finally because the parents could not afford the examination fee. When the Government has given the offer to make the school programme free, they should also make all examinations completely free for all levels from Class Eight ...
