said, basic education is very vital. It is a constitutional right for every Kenyan to have basic education. It is very important to provide incentives to children from remote areas. Many of our children do not go to school because they do not have food in their homes. When food is provided in school, they go to school. So, I want to propose that these incentives must be put in the Bill. Food should be part of the incentives so that our children can go to school. Many children drop out of school because of lack of food. I believe ...

Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to this Motion for Adjournment. From the outset, it is time for us to visit our constituencies and spend time with our electorates. We need to hold meetings with them and explain some issues to them, especially the rumour that the Government has no money, or it is broke. It is time to go to our constituencies, spend time there and explain to our people what is going on. They ask us a lot of questions. Those who come from areas which experience a lot of insecurity ...

Thank you very much, Hon. Temporary Deputy Speaker for giving me the opportunity to join my colleagues in supporting this Bill and saying that it is long overdue. As my colleagues have talked about climate change, I want to support the view that we need to open these offices in all the counties. This is because we must look ahead. We must not just be short- sighted. We must know that with climate change, we need to be prepared so that when disasters strike, we are not taken by surprise. I want to support the idea that we need offices ...

Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to join my colleagues in supporting this important Bill. At the outset, I want to thank the Mover of this Bill and the Committee that thought it wise to bring it. As Members of Parliament, we are a privileged group. Being a privileged group, we must be shielded or protected because we act on behalf of the people. We represent people and speak on their behalf. We do not speak our own words. We speak words that have been given to us by the people. When we speak those ...

Hon. Temporary Deputy Speaker, you are very much aware that as Members of Parliament, we do not have written terms of employment. We do not have terms of references that say these are our duties. But, when we speak, we speak words that people give us. It is important that we are shielded by this Bill.

Several times before 1992 - I came here in 1993 - people were being haphazardly arrested within the precincts of Parliament because there was no law protecting Members of Parliament. I feel that this Bill will go a long way in protecting us and giving us the freedom to speak and say whatever we want to - in freedom without fear or favour. Even the clerks or members of staff who work within Parliament should feel free when they are discharging their duties. They should feel free and not fear. This Bill will go a long way in protecting them ...

Thank you, Hon. Deputy Speaker, for giving me the opportunity to join my colleagues in supporting this Mediation Report. Being a Member of the Departmental Committee on Agriculture, Livestock and Cooperatives, I want to thank the Chair for accepting to chair that Committee that has brought up the things we overlooked, as we were discussing the Report. I want to thank the Senate for agreeing to include what we overlooked as a Committee. Agriculture is the backbone of this nation. We need to nurture and help it grow. There is no way we can help it grow without the component ...
