  • 17 Oct 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Motion. Mr. Deputy Speaker, Sir, the production of the Youth Development Policy Paper has been long overdue. I am glad that it has come up. Imagine the Paper says that over 75 per cent of the population in Kenya is below or about 30 years of age. That is the real core of youth activities. Also, imagine that almost over 50 per cent of the criminals in this country are the youth. Even with regard to the HIV/AIDS pandemic, over 60 per cent ... view
  • 15 Aug 2007 in National Assembly: asked the Minister for Energy:- (a) whether he is aware that on the night of 27th November, 2006, a major fire outbreak occasioned by electric surge following a power blackout occurred on Plot No.1432/42 in Homa Bay Municipality causing extensive damage to property; (b) whether he is further aware that the victims have not been compensated despite their application to Kenya Power and Lighting Company Limited on 19th February, 2007; and, (c) what action he has taken to ensure that the victims are compensated and to deal with frequent power surges and blackouts in Homa Bay Town and its environs. view
  • 15 Aug 2007 in National Assembly: Thank you, Mr. Speaker, Sir. With regard to the interjection by the hon. Minister of Trade and Industry, I will tell him about the whole idea of electricity black-outs. There are things which he may not understand because he comes from another trade. First, I would like to thank the Assistant Minister for a very comprehensive answer, but I want to know when investigations will be completed so that compensation can go to the people in our poor rural towns. Secondly, the Assistant Minister has said that the commissioning of a transformer for Chemosit to Kisii line will be done ... view
  • 15 Aug 2007 in National Assembly: Mr. Speaker, Sir, this is a very serious matter, indeed. A whole building was burnt down with properties belonging to five shops. The owners took this very seriously. I would like to appeal to the Assistant Minister to speed up the outcome of this. I know very well that if he leaves the issue the way he answered it, we may not get anywhere for sometime to come. view
  • 9 Aug 2007 in National Assembly: asked the Minister for Tourism and Wildlife when the 28 former employees of Kenya Tourist Development Corporation who were working at the Homa Bay Tourist Hotel and were dismissed on 12th February, 1998, will be paid their terminal dues. view
  • 9 Aug 2007 in National Assembly: Mr. Speaker, Sir, the information I have is very different from what the Minister has said. There is a full tabulation of the 28 people who were involved. This tabulation comes from Homabay Tourist Hotel, and the subject is final dues as at December, 1999. The amount is more than Kshs4 million. All things have been stated herein. It comes from them. However, if the Minister says that it has been paid, then I need to be informed in full detail against the papers I have here from those who are complaining, and who are now outside. So, really, I ... view
  • 9 Aug 2007 in National Assembly: Mr. Speaker, Sir, I want to thank the Minister for the answer he has given. I take it that he has committed himself to settling the outstanding amounts due to the former workers, who are floating around throughout the country. I will go and discuss with him all the details regarding those who are involved, because I have their names here. I would like to beg him to ensure that the payment is made as quickly as possible. As you can see, we all want our people paid their rightful amounts of money, which is with the Ministry. Thank you ... view
  • 8 Aug 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this very important Motion. Mr. Temporary Deputy Speaker, Sir, the sector of State corporations is where I worked for almost all my life. I am fully aware of the various issues concerning how they have been run. Mr. Temporary Deputy Speaker, Sir, I want to go into a little bit of history of how the State corporations came about. At the Independence of this country, the Government assumed the running of a number of enterprises and had to convert them to public-owned enterprises, without necessarily ... view
  • 1 Aug 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. That is a very important issue not only in Rusinga Island, but to the entire Homa Bay and Karachuonyo districts. That is because the gulf has been silted very badly and the water is smelling. Many people are concerned because the health of the people is badly affected. Could the Assistant Minister, just like we said when we were approving the Budget here, say precisely when tenders will be called to have that bridge removed, so that water can flow and people could resume their normal living? An environmental assessment can also be carried ... view
  • 1 Aug 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this very important Motion. As we stand here today, if you go to many secondary schools in this country, at least half of them in the whole country are suffering from non-payment of school fees. It is so bad that in some areas some schools are completely devastated. The result is that the performance collapses, and so we find that we, as parents, have our children going to these schools and there is no hope, because they are not going to do well. The school fees ... view
