On a point of order, Mr. Speaker, Sir. If you look at the Order Paper, these Questions are numbered. They were not filed yesterday but, at least, one or two months ago. When the Assistant Minister requests to be given more time to answer the Question, it means that he did not do any homework.

Mr. Speaker, Sir, the Minister will agree with us that these authorities, namely, the KVDA and even Ewaso Nyiro Development Authority, have lost their vision. What is the Ministry doing to revitalise the vision that these authorities were meant to have? At the moment, very little is being achieved by these authorities and yet the Government is expecting them to raise Appropriations-In-Aid (A-I-A) to the Treasury. What is the Minister doing to revitalise these authorities, so that they can have meaning?

Mr. Deputy Speaker, Sir, many contractors who have been given contracts to instal electricity are really overwhelmed. Many of them have taken up many jobs, and they cannot manage. In my constituency, there is one contractor who has taken up a contract in Kisumu, some areas in Nyanza Province and so on. He is not doing anything. What sort of supervision does the Ministry have to ensure that the contractors finish their work on time? That is really a big problem. do not volunteer information to the police in those areas. One of the reasons for this is that the police take a long time to arrest suspects. In a district like Trans Nzoia, how long does it take the police to arrest suspects, arraign them in court and be charged? This discourages people from giving information.

Mr. Deputy Speaker, Sir, the Assistant Minister is not really answering the questions. First, he was asked to tell the House who is going to benefit from the interest that is accruing. Then he was asked about the money that is lying in the banks. The money is not being disbursed because the conditions are so difficult. Could the Assistant Minister tell us who benefits from the interest that accrues from that money?

On a point of order, Mr. Deputy Speaker, Sir. This Question is very important and I am pleading with you that the Question should be deferred because he is not really answering it. He is just trying to go round the Question and yet it is quite important. For example, in West Pokot, we do not have any financial institution that the money is channelled through. He is not even telling us anything about it. I believe that the Assistant Minister is ill-equipped to answer this Question.
