Hon. Temporary Deputy Speaker. I also rise to support the Motion and congratulate hon. Zuleikha for bringing this Motion. As I support the Motion, I also want to note that this House has passed many laws that have not been implemented. The style of the Executive many times is to get Parliament to pass laws and then fail to give funding to effect the intentions of Parliament. The intention of this Parliament was to have a National Youth Council where the young people would contribute, participate, elect their own leaders and start to develop into a youth movement of sorts. ...

Thank you, hon. Deputy Speaker. I rise to support the Motion and really congratulate the Mover for bringing it to this House. I support the Motion because agriculture under which the Motion is brought is now fully a county function. If you look at Schedule Four of the new Constitution, all of the functions around agriculture including processing need to be transferred to the counties. So, I support that the agro-based parastatals should now start to function in the counties.

Hon. Chairlady, I just want to drive home the point. I hope the Leader of Majority Party can see how much we struggle to try and make law on the Floor of the House. Really, these committees have to be formed. My further amendment is to even do away with that âunconditional allocationsâ because the new schedule brought in today does not have that term. The term that hon. Sambu has introduced is âunconditional grantâ. So, it is not even clear whether âunconditional allowanceâ is the same as âunconditional grantâ. Thank you, hon. Speaker, Sir. I also want to support this Bill but even as I support it, I want to lament the use of language. There is an introduction of a concept around âmaking the counties harmlessâ that is attracting Kshs17 billion. I would urge that this House seeks to understand what that means and any failure to understand some of the concepts in this Bill, we should not pass laws that we do not understand. It is also important to note that as we pass new laws, the constitutional language has been reduced to such a level that anybody can read the Constitution and understand, including the Devolution Chapter. So, any other laws that this House passes must follow that kind of language, language that we can all understand. I also regret, with many of the Members, the lack of committees.
