I agree with the Members who were saying that we do not have enough engineers in Kenya. That is, indeed, true. If you look at the Asian countries and many other countries that are developing, their levels of engineering are very high. For the universities that are already taking these courses, I think it will be useful for Parliament to pass this law and allow the students who are already in those universities a chance to come and practise the profession that they have been studying. Borrowing from the medical profession also, there would be no reason for the people at the top to fear, say, nurses or the technicians. Thank you, Hon. Temporary Deputy Speaker. I support the Bill.

The Committee also proposes to delete paragraph (a) of the proposed amendment to Section 5 and paragraph (a) inserts the words “and Senate” immediately appearing after the words “National Assembly” in paragraph (a). The proposed amendments to Section 6 of the Act unnecessarily subject the approval of the Chairperson of NACADA to both Houses of Parliament. The Committee sees no reasons why appointment of the Chair of NACADA should go to both Houses of Parliament. The appointment of the Chairperson of NACADA, so far, is a function of the National Assembly. There is no reason to subject that appointment to both Houses of Parliament.
