When a contract has ended and they are supposed to retender, the award letters will come a year later. So, there is a price difference for one full year? I want to support the amendment on the undue regard to technicalities in matters of judicial review. Administrative action is subject to judicial review by courts. We have to let our courts practise judicial review. There was reason why the Bill strengthens the judicial review procedural. However, as we strengthen the judicial review procedure in courts, removing the regard to technicality is welcome, because it is what defeats most judicial review actions that we have seen. Thank you, hon. Temporary Deputy Chairman. I support the amendments by the Chairman of the Departmental Committee on Justice and Legal Affairs Committee. On the sub-clause (1) we are bringing clarity to the law by removing unnecessary words which the Committee did not find were adding value to the text of the clause, and allowing judicial review to be done by the court without pursuing any other clauses that have been referred to in the Bill. Hon. Speaker, the letter is quite detailed on what the two Commissioners wrote to the President. In conclusion, they asked His Excellency the President, knowing his desire to fight corruption, to take action on the Chairperson, Mr. Mumo Matemu. The letter was signed by Ms. Irene Keino and Prof. Jane Onsongo detailing what we have found to be a Commission that is riddled in many problems and a Commission that has no leadership.
