devolution, we have heard of many functions that were devolved. Education was luckily in the constitutional review process, very much in the fore, and so it was not devolved as much as was required then. This is because primary schools would be handled by county assemblies and county governments. On matters of health, I think it is very regrettable that health professionals in our country did not engage in as much a conversation on devolution of heath as they did in relation to education sector. Thank you hon. Speaker. Health is, indeed, a critical matter. On the question of regional referral hospitals, I support what the Committee says in terms of the national Government being asked to take care of regional referral hospitals. I think as we go on, we will be asking the Committee on Health to bring before this House a Health Bill that will deal with questions on health facilities. They touch on that in their Report. On the question of Level 5 hospitals again, and borrowing from what the Judiciary has done--- We are in country where the Judiciary has promised to establish a high court in every county. Speaker, I wish to request for a Statement from the Chairperson of the Departmental Committee on Health regarding the nonpayment of medical expenses by the National Hospital Insurance Fund, in regard to orthopedic services. The Chairperson should find out in terms of timelines when the National Hospital Insurance Fund can commence payment of orthopedic appliances. Thank you.

Thank you hon. Speaker. I serve in the Budget and Appropriations Committee, and so feel very happy that we have come to this point in terms of the Budget process. A lot of hours have gone into considering it. As I support the Appropriation Bill, let me note, as other Members have done, that the small deficit in financing of 17 billion is not to worry anybody.
