Racheal, a trained teacher surprised many when she defied the Wiper Democratic Party wave in her region to easily win the Kitui South parliamentary seat. Charity Ngilu has been her inspiration since she was in school. In her term of service she would like to push for improved standard of education, adequate water, food security and equitable distribution of CDF in Kitui South.

If we say that we amend then we will be re-writing this Bill. It is going to be completely different from what we have today.

We also need to look at what the Ministry of Health has worked so hard for, that is, the Health Bill. The Ministry has dedicated a whole chapter on matters of reproduction. I want to continue with other countries. In United Kingdom, they call it the Human Fertilisation and Embryology Act. In United States of America (USA), they view it as different levels of ART regulations within the State and the Federal level, but they do not have an IVF law. So, as we make the laws we need to understand that even we Members of the Committee are not experts in this. However, we are saying that this is needed, but not in the form that it is in.
