  • 15 Apr 2015 in National Assembly: question that Members are going to ask me. I want to give a word: We were here yesterday with the Cabinet Secretary. He said that the Health Bill will be here in two weeks. This matter is discussed in-depth in that Bill. We would like to work with hon. Millie to make sure that the IVF issue that has been raised here is also properly discussed in the Health Bill. This emotional matter of having children is a big discussion, but it is important for the House to be led. view

  • 15 Apr 2015 in National Assembly: This morning, I spoke to hon. Millie. We felt that getting a chance like this of moving this Motion is a chance of a lifetime. We agreed to let it be moved and seconded. We agreed that we needed to consult seriously. I am not a gynaecologist, but I am able to listen to the experts. The experts’ opinion is different from what we are discussing here today. With those few remarks and without having to go through what Hon. (Dr.) Pukose has gone through, the Departmental Committee on Health opposes this Bill. view

  • 25 Mar 2015 in National Assembly: Thank you very much, hon. Temporary Deputy Chairman. I would like to give a comment on the matter that was raised by hon. Makali and also make a contribution by providing information. Yes, the Government has made a decision to lease out medical equipment. First, we do not have the funds to purchase medical equipment for the 94 hospitals that have been mentioned. The Departmental Committee on Health has been following this matter. We invited the Cabinet Secretary (CS) to share with us how this is The electronic version of the Official Hansard Report is for information purposesonly. A certified ... view
  • 25 Mar 2015 in National Assembly: going to be implemented and, as an oversight Committee, what we would like to request the House is to let this budget line be supported by all of us. This is because our hospitals require medical equipment and as it is now, they are going to be leased because the Government cannot afford to purchase. In terms of oversight, I would like to assure this House that the Departmental Committee on Health will offer the necessary oversight that is needed. That is the information that I wanted to give and that we cannot change from the word “leasing” to “purchasing” ... view
  • 24 Mar 2015 in National Assembly: Thank you very much, hon. Deputy Speaker, for giving me the opportunity to contribute to this Motion. I oppose the Motion because it is not specific. Its purpose is discussion of the character of the Speaker. In any matter, there are two sides of the story. I would like to speak on the other side of the coin, which Members may not have dwelt on. I would like The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 24 Mar 2015 in National Assembly: to give my own experience as a new MP and Chair of a Committee. The attributes contained in this Motion, purporting to describe hon. J.B. Muturi, do not fit him. I believe that, just like me, other new MPs who are chairs of committees have received a lot of attention from him in terms of being guided on how to implement certain activities in this House. He is a Speaker who is accessible. He will not tell you: “Get out of my office until you get an appointment with me.” All of us have received so much support from him, ... view
  • 24 Mar 2015 in National Assembly: Thank you, hon. Deputy Speaker. I was saying that there are some accolades for our Speaker that we need to focus on, as much as some people would like to look at the weaknesses. Each one of us has their own weaknesses. When someone says something annoying, or when a Member who has not researched on a subject tries to contribute to debate, our Speaker always notices and points out to that Member that he has not researched adequately on the subject. Really, that amounts to being warned to prepare adequately before contributing to debate; it does not amount to ... view
  • 24 Mar 2015 in National Assembly: Hon. Deputy Speaker, I will now focus on the strengths of our Speaker, bearing in mind the fact that I may not be able to say everything that I had wanted to say. We have Speaker who is respected, and who has vast knowledge and understanding of parliamentary business. We have seen it through the way he guides us in this House while debating issues, without even referring to the Standing Orders. I would like us to give him credit for that achievement, being a qualified lawyer and having served as a magistrate in various places. He has been very ... view
